Electricity baselines under the CDM
Opportunities or constraints? Einar Telnes Montreal, CoP11/MoP1, December 3, 2005
2
What is the present situation?
Individual methodologies with limited application AM 0004-ATBiopower-to be removed by year end AM005-El Gallo AM 000- TA Sugars AM0015-Vale do Rosario-to be removed by year end AM019-Lihir AM0026-Chile renewable Consolidated methodologies: ACM 0002 –Grid connected renewable electricity generation ACM0006- Biomass based renewable electricity generation ACM 0007-Conversion from single cycle to combined cycle generation Version 07 December 2018

Personal observations:
Individual methodologies are extremely limited in scope, almost applicable to the one underlying project only Arbitrary setting of capacity limits (AM 0005, EUETS) is limiting the prospects of good hydro projects to come forward Even the consolidated methodologies are restricted in scope, limiting the applicability options to a few projects only Date availability Data accuracy Regulators impact Difficult to combine present methodologies for electricity generation with fuel switch Version 07 December 2018

Hydro projects Do hydro-based systems require particular consideration? If so how? Reservoir based and run of river hydro are two different animals… Run of river has less environmental impacts and also less issues around sustainable development Reservoir based hydro research indicate that methane caused by large biomass submersion can offset significant amounts of credits generated by electricity supply Large dam based hydro has also hydrological and agricultural impacts, in addtion to the potential relocation of residents But: There are opportunities for LARGE dam-based hydro projects that will have very limited impacts as described above. Is there a need for more elaborated assessment criteria that relates to large hydro? Version 07 December 2018

What are the constraints?
The present methodology do not really reflect the potential that is embedded in electricity generation projects There is little flexibility in judgement of sustainable development impacts among regulators, Large hydro is a no-no! The WCD criteria is “overshadowing” the CDM? Version 07 December 2018

What can be done? More close interaction between the Methodology Panael and project developers Intensified efforts to broaden methodologies and act on identified constraints More option-based methodology criterai, like ACM 002 Other…… Version 07 December 2018
