14 READ Act Data Collection

15 READ Act Data Collection READ Act– Whitney Hutton – Hutton_W@cde.state.co.us
Purpose The purpose of the READ data collection is to collect the data needed to fulfill statutory requirements for the annual legislative report and to determine distribution of per-pupil intervention funds for students identified as having significant reading deficiencies (SRD) Criteria Each spring districts create and submit records for all K-3rd grade students enrolled at the time of data submission and 4-12th grade students who are included in the READ 4-12th grade cohort from any district AND The Budget Planning Survey in Pipeline that asks districts to identify which of the five statutory intervention categories they intend to use in the coming budget year to support students identified as having an SRD

16 State Supports for Effective Implementation READ Act– Whitney Hutton – Hutton_W@cde.state.co.us
The Early Literacy Fund provides districts with per- pupil intervention funds to help support programs to meet the needs of students with a significant reading deficiency status who received services Per-pupil intervention funds may be used to provide the following services: Full-day kindergarten Summer school literacy programs Tutoring services Evidence based or scientifically based interventions For the school year, the total allocation was approximately $33 million Another purpose of the collection is to calculate the per pupil intervention fund distribution. CDE takes the annual appropriation and divides it by the number of students identified with significant reading deficiencies to create a per pupil allocation. Statute outlines the specific uses for these intervention funds under four categorical areas: full-day kindergarten evidence-based or scientifically-based interventions summer school literacy programs tutoring services The annual appropriation for this school year was approximately $33 million.

17 Reporting Requirement
READ Act Reporting Requirements READ Act– Whitney Hutton – House Bill : The Colorado READ Act Refer to section for Reporting Requirements Reporting Requirement How CDE Collects Prevalence of SRD in K – 3 students SRD status READ plan status READ assessment and score READ Data File - Implemented in 2013 Clarified for students with disabilities in 2016 Advancement information for students identified with SRD READ Data File - Implemented in 2013, but required in 2014 READ fund usage How funds were utilized Number and grade level of students served READ Data File - Implemented in 2014, but required in 2015 District budget planning information Budget Planning Survey – Implemented in 2017 Voluntary reporting of effective practices In the planning stages to implement in fall of 2018

18 2017-18 Budget Planning Survey READ Act– Whitney Hutton – Hutton_W@cde
Budget Planning Survey READ Act– Whitney Hutton – Budget Planning Survey This survey will live in Pipeline and will consist of five, Yes or No questions that will be collected at a district level and submitted in addition to the LEP’s READ data file. Click here to view the guidance document on completing the Budget Planning Survey When to select “other” “other” program not ever reviewed by CDE submission of alternative use of READ funds submission of supplemental program used as intervention READ funds used to hire interventionists for approved program Last week we went over how to access the survey within pipeline and what questions the survey will consist of. To review that, I’ve linked the BS guidance document here. This week, I want to provide a little more detail as to what happens when you submit he survey.. Specifically around question #5 and the submission of “Other” REMEMBER that this will not apply to the majority of districts. This only applies to the districts who submit something in the “other” category You will select “other” if you don’t see the name of the program you want to purchase on the Advisory List of programs provided. MORE THAN ONE INTERVENTION IS ALLOWED If a district has already submitted for READ funds for an intervention program in the prior year and the program materials are sufficient for the upcoming year (meaning you do not need to use funds to buy the materials or kits) but you DO need to use READ funds to hire interventionists and train them to deliver the intervention you will need to select “other” and then in the descriptive box under “other” you can say something like “We will be using the following intervention(s) approved in the prior budget submissions LIST NAME OF PROGRAMS and also add “we will be using READ funds to support interventionist to implement those programs”

19 “other” program selected in budget planning survey
Pipeline submission "other" program not ever reviewed by CDE Whitney sends request form to district for completion prior to review of program District will submit program for review by 6/1 and CDE will review program Pipeline Submission "other" alternative use of READ Funds Whitney sends request form to district for completion providing more explanation CDE reviews request form and either approves or denies request Pipeline submission “other” supplemental program listed as intervention CDE will reach out to district to request information on how supplemental program is being used CDE will either approve or deny request to use supplemental program as an intervention The flowchart also outlines the different ways a district can submit something in the “other” category

20 Budget Planning Survey Considerations READ Act– Whitney Hutton – Hutton_W@cde.state.co.us
Program reviews will take place throughout the collection so districts can submit “other” program as early as possible If survey includes “other” program not yet reviewed by CDE and you haven’t taken advantage of an earlier submission then budget planning survey and program review materials are due to CDE 6/1 If intervention program has been reviewed in the past and not recommended for the Advisory List of program, program may not be submitted again at this time – district will need to remove program in survey prior to survey approval All budget planning surveys must be submitted to CDE by June 15th

21 2017-18 READ Collection Timeline READ Act– Whitney Hutton – Hutton_W@cde.state.co.us
March 1: READ Budget Survey soft open – districts can submit budget planning survey April 2: READ collection opens May 18: All districts create and submit beginning READ file to ensure correct file layout June 15: Districts complete submission of READ files and Budget Planning Survey by close of business – all submissions are finalized and submissions will be locked June 22: CDE conducts duplicate SASID process June 22-June 29: Districts work with each other to clear duplicate SASIDS July 2: Districts resubmit with duplicates removed from file and the READ collection closes READ verification form is due July 6: Signed by superintendent So the READ data collection officially opens Monday, April 2, however new this year, we are opening the Budget Planning Survey early so that districts can have the whole month of March to submit their budget planning Surveys. The advantage will be to submit your survey early so you have plenty of time to revise the within the school year if needed and you will be able reach out to district leads and stakeholders
