Purpose To ensure the quality of samples received for analysis at laboratories To harmonise procedures To provide constructive guidance to officers on the sampling methods to be used for each type of product.

Legal status Although Samancta can be considered as a provision in force due to both the official publication at DG-TAXUD website and mutual recognition of CLEN group as a guideline (best practice manual) fit for purpose of customs and tax sampling. The legal importance can be granted only by member states by their official legislative adoption. The information included in SAMANCTA is intended to provide a guideline. It is the reader's own responsibility to verify the information before use. Current National and EU Legislation may supersede the information in this guide. You should always check!

Samancta … is available in all languages of the EU
The Samancta is available in all EU languages and the English version is the master language, from which all translation are derived.

Samancta consists of two parts !
The General Part Which contains general information for all officers undertaking sampling The Specific Part Which consists of a number of “sampling cards” giving details of how to sample different types of goods.

Health and Safety The guidance contained in this section is intended to serve as a general reminder of the risks that you may encounter during the examination and sampling procedures and of the safety equipment that you should use and the precautions you should take. You must refer to both the EU legislation and guidance and that of your national administration for further information.

Health and Safety Occupational safety during sampling and sample handling is an important issue. Therefore, the part of Samancta dealing with health and safety is detailed and covers all aspects of the topic such as general fact, identification of potential risks, prevention as well as personal protection items and hazard and safety symbols and labeling.

Country specific information
Samancta represents a guideline with harmonized facts based on rules and knowledge which can be adopted by all EU countries. However, it can cover also country specific variations by so called “country specific information“. This part of the text is marked with the flag of respective country (countries) and the text appears only in its (their) language version. Highlighted text appears only in Dutch version of SAMANCTA

Health and Safety While sometimes are country specific information inevitable, in many other topics Samancta gives information harmonized globally such as GHS pictograms or details on ADR convention.

Then in the sample container page you will find all details related to sample holders including general rules of use as well as some examples and applications of most typical sample holders including pictures of them. General rules, examples, and application of most frequent containers are given

What is on the Sampling Card?
The Specific Sampling Card provides further details of the particular hazards, methods, equipment for the specific goods being sampled.

Sampling procedure card
While the previous slides illustrated mostly the general part of Samancta, the place where information is given specific to a commodity is called „Sampling procedure card“. The card provide you with all details needed including information about equipment, sampling plan and further details on sample handling and storage. This part of Samancta is presented separately.
