DOE’s SAC Program The DOE established the SAC program to work directly with the cities to: Accelerate solar adoption in the nation’s electricity load centers by supporting cities’ innovative efforts. Reduce market barriers to, and promote market expansion of, solar energy technologies through non-R&D activities. Competitive awards granted to cities committed to achieving a sustainable solar infrastructure that facilitates adoption of solar and serves as a model for other cities to follow Philadelphia’s goals are to generate 2.3 MW of solar electricity by 2011 and 57.8 MW by 2021 Develop and adopt a solar implementation plan that is replicable and fully integrated with updated citywide plans and institutional processes for guiding decisions on land use, economic development and infrastructure investment. Identify and implement cost-effective tools to overcome commercial and residential solar market barriers in Philadelphia and its partnering communities. This includes development of a “Solar Developer’s Guide to Solar Philadelphia.” Prioritize for development and initiate planning for solar energy installations that can cost-effectively achieve the city’s goals. This includes choosing technologies, targeting districts and sites, and creating financial structures that will support the installations.

The Marcellus Shale, also referred to as the Marcellus Formation, is a Middle Devonian-age black, low density, carbonaceous (organic rich) shale that occurs in the subsurface beneath much of Ohio, West Virginia, Pennsylvania and New York. Small areas of Maryland, Kentucky, Tennessee, and Virginia are also underlain by the Marcellus Shale.
