AGENDA ITEM 4.6: DATA-PROCESSING, MODELLING AND FORECASTING
HYDROLOGY AND WATER MANAGEMENT WMOI RA II-16
2
Introduction Availability of water resources is becoming increasingly important Growing global, regional and national water challenges: floods, drought, water management for all kinds of use; SDG and other global initiatives Grwoing need for monitoring and mdoelling Hydrological services provide required baseline (monitoring, modeling, forecasting, etc.) RA II Working Group on Hydrology developed software tools to dynamically assess water resources availability (side event) and apply the index-velocity approach for measuring discharge

Decisions of the Commission of Hydrology 15 (December 2016)
Establish the HydroHub Community of Practice on Droughts Global Hydrological Status and Outlook project Strategy for End-to-End Early Warning Systems for flood forecasting, using a Community of Practice Continuation of existing activities (e.g., Seasonal Hydrological Prediction and Quality Management Framework-Hydrology) HydroHub: see next slide Community of Practice on Droughts to prepare guidelines for assessing hydrological drought severity and impacts for water resources management. This Community of practice should bring together hydrological and agrometeorological requirements and developments. Global Hydrological Status and Outlook project to develop a WMO capability to assess an indication of the current global hydrological and hydrogeological status, helping identifying significant different from ‘normal’ (for example, indicating drought and flood situations), with a seasonal perspective. Strategy for End-to-End Early Warning Systems under the Flash Flood Forecasting Initiative FFI to advance the use of End-to-End Early Warning Systems for flood forecasting, using a Community of Practice approach that takes advantage of the Integrated Flood Management (IFM) HelpDesk (APFM). The strategy also includes development of material to assess national capabilities, efforts to advance: the use of interoperable and freely available modelling platforms and hydrological models; linkages to training and guidance material; and access to projects designed to assist Members. Continuation of activities. Continue efforts under Seasonal Hydrological Prediction to follow and summarize the development and usability of climate sub-seasonal to seasonal to inter-annual forecasts for hydrological and water resources management applications, continue to advance efforts under the Quality Management Framework-Hydrology.

The WMO HydroHub The HydroHub includes the innovation Hub and the WMO hydrological Observing system. The HydroHub will support the entire value chain – from data acquisition to knowledge sharing – by building on past gains while enabling innovative approaches, delivering technical assistance and fostering international cooperation. Its components are: WHYCOS (provide hydrological data), WHOS (WMO Hydrological Observing System, show and share data); an hydrological information platform (information on water monitoring organizations), a help desk (technical support to national hydrological services); and the Innovation Hub, a worldwide incubator of inventive technical solutions for water monitoring and developing new approaches to hydrometry through technology scouting, co-design, piloting, proofing, and compliance with quality management practices.

Draft decisions summary
Test tools for the dynamic assessment of water resources and index-velocity approach; Identify need for HYCOS projects; Identify and communicate needs and gaps in hydrological data collection, measuring technology, data interpretation tools and hydrological information systems by the WMO HydroHub; Ensure closer cooperation between meteorological and hydrological communities for end-to-end systems for water resources management and flood forecasting;
6
Draft decisions summary (2)
Make all hydrological data available through WHOS for use within the GDPFS; To become familiar with the advantages offered through the HydroHub and to communicate their needs to the Advisory Council of the HydroHub.
