Obi Agudosi Architectural Specialist 30 years experience NJSDA Schools The Heights Rezoning Plan OPENING OF NEW PAT NOONAN SCHOOL CREATES OPPORTUNITIES IN THE HEIGHTS AREA TO IMPROVE CONDITIONS AT ALL SCHOOLS BY REZONING EXISTING SCHOOL BOUNDARIES. REZONING PLAN OBJECTIVES: SHORT TERM OBJECTIVE-SPRING 2017: To occupy the new Patricia M. Noonan School upon availability by NJ Schools Development Authority for occupancy -anticipated in Spring 2017. LONGER TERM OBJECTIVES-SEPTEMBER 2017: To use the added capacity of the new school to eliminate existing Trailer Classroom Units in Heights Area to the extent possible. To use the added capacity of the new school to reduce busing to/from the Heights area to the extent possible. To use the added capacity of the new school to reduce overcrowding at existing school facilities in the Heights area to the extent possible- especially at PS6 and PS27. Obi Agudosi Architectural Specialist 30 years experience NJSDA Schools The Heights Rezoning Plan Studies to rezone school boundaries involved: STEP ONE – MAPPED EXISTING ATTENDANCE PATTERNS FOR EACH SCHOOL AND PROJECTED ENROLLMENT BASED ON BIRTHS AND DEVELOPMENT PATTERNS STEP TWO – CALCULATED & CONFIRM ED EXISTING SCHOOL CAPACITIES STEP THREE IS IN PROGRESS –EVALUATE/RECOMMEND OPTIONS FOR REZONING GEOGRAPHIC ATTENDANCE ZONES IN ORDER TO : OPEN THE NEW SCHOOL WITH PARTIAL OCCUPANCY IN SPRING 2017 FOUR COMMUNITY MEETINGS HELD IN THE HEIGHTS TO HEAR PUBLIC COMMENTS ACHIEVE THE LONGER TERM REZONING PLAN OBJECTIVES WITH FULL OCCUPANCY IN SEPTEMBER 2017 Note: Boundary rezoning recommendations are based on the use of GIS Mapping (computer aided mapping) tied to student databases to support accurate testing of redistricting scenarios based on updated enrollment counts by grade applied to any attendance area and any year (over the next 5 years) Jersey City Schools Attendance Rezoning

STEP THREE – ACHIEVE THE LONGER TERM REZONING OBJECTIVES WITH FULL OCCUPANCY OF PATRICIA M. NOONAN SCHOOL IN SEPTEMBER RECOMMENDATIONS Rezone all attendance zones for existing schools in the Heights area to achieve objectives: 1. To use the added capacity of the new school to eliminate existing Trailer Classroom Units in Heights Area to the extent possible. 2. To use the added capacity of the new school to reduce busing to/from the Heights area to the extent possible. 3. To use the added capacity of the new school to balance enrollments and school capacities in order reduce overcrowding at existing school facilities in the Heights area to the extent possible- especially at PS6 and PS27. Capacity exceeds enrollments for the 5 year projection Ideally, if students could be evenly distributed among all schools, we would have a surplus of seats at all schools Due to layout of existing city blocks, streets and location of existing schools, we cannot achieve the ideal of even distribution. Students in modified area D1 are currently attending PS 6 and will remain at PS 6 (Area between Oakland Ave, Prospect St, Jefferson Ave/Hill St., to existing easterly boundary of Heights.) Move 2 – MODIFIED area D2 expanded to include an area previously part of D1 and more students now attending PS6. Students in this area currently attend PS 6 and will now attend Pat Noonan School (Area between JFK Blvd at Cliff St across JCMUA and Reservoir #2 to Oakland Ave, Jefferson Ave, Central Ave, Beacon Ave) Move 3- area D3 Currently attending PS 31 (Grades PK-2) and PS25 (Grades 3-5) will now attend Pat Noonan School (Area between existing Manhattan Ave, Summit Ave, JCMUA, JFK Blvd, at Beacon Ave west to boundary of Heights) westerly boundary of Heights east along Jersey City Schools Attendance Rezoning

Balancing Enrollment and Capacity (without trailers) Proposed Geographic Attendance Zones “Change” areas impacted by Rezoning Plan: Move 4- area D4 Currently attending PS25 will now attend Pat Noonan School (Area between existing Liberty Ave, Hutton St, Summit Ave, Manhattan Ave) Move 5 – MODIFIED area D7 Currently attending PS27 will now attend PS25 (Area between JFK Blvd, Bleeker Ave, Summit Ave, Congress St) -The area has been modified in order to allow students living closest to PS27 to continue attending the school. - increasing the geographic attendance area still leaves the school with a large deficit, though smaller than existing - phasing out the high number of out of zone students at PS27 will also help to address the deficit. The Heights Rezoning Plan Balancing Enrollment and Capacity (without trailers) Re-assigning students- Ultimately, all students will attend their home schools The process will be based on a phased plan, which will permit upper grade students to graduate from their current schools: Phasing between Sept ALL NEW students will be registered based on new attendances zones beginning For existing students, phasing will apply: -Grade K-1 students (2016 PK-K) will be registered based on new attendance zones. -Grade 6 students (2016 grade 5) will be registered based on new attendance zones. - Grades K-1 and grade 6 at each school will be resident students in 2017 -Students in grades 2-5, 7 and 8 (2016 grades 1-4, 6 and 7) will remain at current schools- 8th graders (2016 7th grade) graduate from current schools at the end of the year. Non-resident students must receive an approved exception from the Division Director based on hardship and available capacity) -Students in lower grades, who are scheduled to be rezoned, but have siblings in upper grades who will remain in the current school, will be permitted to remain at the same school if desired -Bi-lingual grades K-5 currently attending PS 6 and PS 8 will attend PS8 in Sept PK students are not immediately impacted by the new attendance zones as they are not typically resident students??
