United Nations Problem: United Nations is weak at enforcing these rules so more powerful nations can get away with violations. Countries are put in Annex 1 and 2 categories. Annex 1 countries are any country that has agreed to ratify the law while annex two countries are a subset which are comprised of OECD members. (Organization of Economic Cooperation and Development).
