9 Articles of Confederation
The first Constitution of the United States. Created a Congress where each state Had equal power, and they all had to Agree to do anything. Could not impose taxes! Do you see why this could be a problem?

10 Northwest Ordinance Of 1787 The one strong law passed
Under the Articles of Confederation Set up a system for adding new states To the USA. Eventually created several new states With NO SLAVERY (the Midwest)! Why did the south allow this?

11 Shays’ Rebellion A small rebellion that happened
In Massachusetts in Daniel Shays, a war veteran, led 4000 men to try to overthrow the Government. Nobody could stop Them, the Articles Congress had No money or troops!!! Showed how weak the articles Were, and that we needed some Changes.

12 Constitutional Convention
A convention was called to Make changes to the Articles. But when the delegates got there, They decided that the Articles Were too weak, and that they should Write a whole new constitution. Met May-September 1787 in Philadelphia.

1800--Spain sells the Louisiana Territory to France. Americans freaking out that they Will lose access to the Mississippi River Trade Jefferson did not want to fight Napoleon in a war, one of the greatest war leaders Of all time, but he knew Napoleon needed money for all his wars in Europe. 1803--Jefferson sends Madison, the Secretary of State, to buy New Orleans ONLY for 10 Million dollars. After bargaining for only a week, Napoleon shocks Madison by offering the entire Louisiana Terittory for only 15 million! That’s 800,000 square miles for only 3 cents per acre.

19 Jefferson did not really believe that the President had the power to buy land Like this, but he felt he had to move fast before Napoleon changed his mind. He saw this land as a wonderful area that future Americans would settle in And farm and create a powerful country and economy. He was right! He also saw it as an area where American settlers would create new states…! It is this creation of new states that will lead to the most controversial Issue in the history of this country, eventually causing it to break apart And fight the Civil War.
