3. تعريف نظام الاحصاءات الحيوية في فلسطين
يلتزم الجهاز المركزي للاحصاء الفلسطيني بجميع التعريفات المنبثقة عن الامم المتحدة حول نظام الاحصاءات الحيوية.
يعرف نظام الاحصاءات الحيوية المتبع في فلسطين على انه العملية الكاملة التي تشمل ما يلي:
(القيام عن طريق التسجيل المدني او الحصر بجمع معلومات عن تكرار حدوث واقعات حيوية محددة ومعرفه الخصائص ذات الصلة للوقائع نفسها وللاشخاص المعنيين، وكذلك تجميع وتجهيز وتحليل وتقييم وعرض هذه البيانات بشكل احصائي)

وهو يشمل بيانات الوقائع الحيوية التي يغطيها نظام التسجيل المدني في الأراضي الفلسطينية وهي (المواليد، الوفيات، الزواج، الطلاق، تنقلات الأفراد) بقية الوقائع الأخرى مثل إبطال الزواج، الانفصال القضائي، التبني، إضفاء الشرعية، الاعتراف بالشرعية غير مشمولة في هذا النظام بسبب عدم وجودها ضمن الحالة الفلسطينية.

6. مصادر بيانات الاحصاءات الحيوية
المسوح
يعتبر هذا المصدر تكميلي (إضافي) للبيانات التي يوفرها نظام التسجيل المدني لانتاج الإحصاءات الحيوية، ويجري الحديث هنا عن المسح الصحي الديموغرافي الذي ينفذه الجهاز المركزي للإحصاء الفلسطيني (كل 3 الى 5 سنوات)، اضافة الى مسح صحة الاسرة وقد نفذ في العام 2006، حيث توفر هذه المصادر بيانات مهمة لاستخراج معدلات الخصوبة والوفيات إضافة الى قياس نسبة تسجيل الأطفال اقل من 5 سنوات.

تستخدم لمعرفة حجم وخصائص السكان في الاراضي الفلسطينية وفي اوقات محددة، وهي مهمة للتخطيط الاجتماعي والاقتصادي.
لرصد وتقييم الحالة الصحية للسكان في فلسطين.
تستخدم لتوفير اساس لمجموعة من الدراسات المتعلقة بصحة المجتمع.
يستفاد منها في تحليل الحالة الزواجية ودراسة تكوين الاسرة الفلسطينية ومعلومات عن الخصوبة.
  توفر ثروة من المعلومات المفيدة في تحليل الجوانب المختلفة للدينمبات السكانية والعناصر المرتبطة بها.

1. التركيز حاليا على تحسين نظام التسجيل المدني وتحديث سجل السكان بهدف بناء وتطوير مصادر جمع بيانات الإحصاءات الحيوية في فلسطين ، ليشكل المصدر الرئيسي لانتاج هذه الإحصاءات.
2. يجري العمل حاليا على تشكيل لجنة وطنية مهمتها العمل على تطوير وتحسين جودة بيانات سجل السكان في الأراضي الفلسطينية تضم المؤسسات المعنية بعملية تحديث واستخدام بيانات السجل.

ستتولى اللجنة المقترحة:
الإشراف على العناصر الفنية والإدارية والقانونية للبرنامج الشامل لتحسين نظام التسجيل المدني والإحصاءات الحيوية، بربط جميع الخدمات الادارية بالتحديث على سجل السكان وآلية تدفق المعلومات بين الجهات ذات العلاقة.
تحديد الإجراءات اللازمة للتغلب على المشاكل فنياً وادارياً ومادياً، ووضع خطة لبرنامج تحسين التسجيل المدني.
انشاء مجموعات عمل فرعية لتحدد وتطور الجوانب القانونية والتنظيمية اللازمة، لتبسيط نظم التسجيل المدني والإحصاءات الحيوية في الأراضي الفلسطينية.
