Duties of Shot Clock Operator – Resets. (Rule ) Out of Bounds/Throw-in. (Rule 7-3.2) Starting Game-Clocks. (Rule )

3 Rule 1-9.1 Extends the Coaching Box from 28’ to 38’ from the endline

4 Commentary: Bench seating should not extend beyond the 28’ mark.
Coaches have full opportunity to coach both ends of the court. Reduces the chance of using WARNING on coaching box. Being “clearly and completely” outside the coaching box will merit a warning.

5 Rule 2-11.6 Duties of S/C Operator
Requires the SC to be reset to 20 seconds or the time remaining on the S/C, whichever is greater when a foul or violation (e.g. kicked ball) is committed by the defense and the ball is to be inbounded by the offense in the frontcourt.

6 Commentary: Recognizes that the division of possessions as established by the S/C is 10 seconds in the backcourt and 20 seconds in the frontcourt. Will increase possessions for each team and the pace of play. Previous resets to 15 will now be 20.

7 Rule 7-3.1 - 2 Out of Bounds and Throw-ins

8 On all defensive fouls and violations (except out-of-bounds plays), and offensive team time-outs in the frontcourt, there will be only two throw-in locations utilized. If the foul or violation occurs within the dotted area (as shown in the MechaniGram), the designated spot will be on the end line three feet outside the nearest free-throw lane line extended (noted by location 1). If the foul or violation occurs outside the dotted area (as shown in the MechaniGram), the designated spot will be on the sideline at the nearest 28-foot line (noted by location 2).

On out-of-bounds violations within the dotted area (as shown in the MechaniGram), the designated throw-in spot after the violation will be out of bounds along the end line at the nearest spot to the violation. B. On out-of-bounds violations outside the dotted area (as shown in the MechaniGram), the designated throw-in spot after the violation will be out of bounds along the sideline at the nearest spot to the violation.

10 Commentary: Will result in consistent throw-in spots on FOULS and VIOLATIONS in the frontcourt while O/B violations remain nearest-to-the-spot throw-ins. Will allow coaches to teach and apply throw-in plays from two spots in the frontcourt. Will allow officials to maintain pace of play utilizing a designated mechanic. Maintains the ability of the defense to create challenges to O/B throw-ins.

11 Rule 5-10.2 Starting Game Clocks
Requires that in the last minute of any period a minimum of .3 seconds must elapse on the game clock when the ball is legally touched inbounds on a throw-in and an official immediately signals to stop the clock.

12 Commentary: Recognizes that at these critical moments of the game it is often not possible for timers to react to these instantaneous plays.
