2. General background
In relation to Industrial Emissions reporting and its relation to E-PRTR, the Commission is currently implementing three projects:
IED reporting tools and EU registry
Integration of Large Combustion Plants (LCP) reporting into the E-PRTR website
Update of the E-PRTR website 2

3. Objectives
Because the IED, E-PRTR and LCP data flows cover similar industrial activities the streamlining and integration objective holds true for both the projects on IED- Electronic Reporting and the E-PRTR and LCP integration.
This overarching objectives are:
streamlining the reporting of admin data (e.g. through a single schema wherever possible);
increasing consistency across data flows;
exploiting synergies between data flows;
lowering the administrative burden. 3

6. Status quo: Reporting under LCPD
For the remaining reporting years MS are requested to report data annually
Online reporting tool developed by the EEA is in use as from 2013
A unique ID for each LCP has been allocated by the EEA which will be used for future IED and E- PRTR reporting
Link with the LCP data as from 2004 has been made

7. LCP reporting requirements under IED – changes compared to LCPD
More disaggregation of solid fuel types
Information on plants applying the desulphurisation rate as per Article 31 of the IED
Annual operating hours
Type of combustion plant
Information on plants applying derogations (TNP, Article 33, Article 34 and Article 35)

8. Integration of LCP data under the IED into E-PRTR
Timeline:
MS workshop: 10 March 2016
Feedback and testing phase: Q3 – 2016
2017: testing interaction between EU registry and new E-PRTR-LCP reporting (through a follow up contract)
System in place for E-PRTR/LCP reporting: March– First 'real' data reporting
Envisaged date project conclusion: May 2018 8
