3 IM/TANF ASSOCIATION HISTORY
The IM/TANF Association was formed September 12, 2012. Bylaws finalized November 14, 2012 and signed May 21, 2013 Meet bi-monthly, Tribes host meetings

4 IM/TANF Association Mission
To Provide a framework for mutual support that encourages tribal, intertribal, interagency collaboration, coordination and communication in an effort to assure health care accessibility and Income Maintenance (which include Food Share, Badgercare and Childcare) and Tribal TANF services to eligible members in Wisconsin’s tribal respective service areas.”

Bad River Band of Lake Superior Chippewa Tribe - located in Northwest Wisconsin in the town of Odanah close to the Northern most coast of Lake Superior. Collaboration with Tribes and Counties TANF Income Maintenance Fraud Prevention Long Term Care Child Support Child Care State/Tribal Contracts for services New State Initiatives TANF Reauthorization, worked with NCAI to support reauthorization

9 Collaborative Voice for WI Tribes
Each Tribe or Nation delegate an IM and/or TANF representative to the Association. The delegate has the support and backing from their tribal communities. Each Tribe has a unique service delivery system and a variety of programs with qualified TANF and Economic Support/Social Service.

11 DHS Tribal Affairs Office
In 1972, the Wisconsin Department of Health Services recognized the unique legal relationship with Indian Tribes located in Wisconsin with the creation of a tribal liaison position.  Several years later, the position evolved into the Tribal Affairs Office with liaison, fiscal and program responsibilities

12 DHS Tribal Affairs Office Role
Facilitating an effective government-to-government relationship between DHS and Indian governments of Wisconsin; Ensuring tribal-department collaboration in the development of policy, program and funding initiatives impacting tribal communities; Fostering effective communication and collaboration between DHS and tribal staff; Training DHS staff and others in the area of tribal relations through ongoing comprehensive education sessions; Administering the tribal/department contracting process for health and human service programs; Providing or arranging for technical assistance to tribal governments and communities; Facilitating the provision of culturally appropriate services in tribal communities; Providing administrative, fiscal, and program oversight of programs contracted to Indian governments and organizations.

13 GOVERNMENT TO GOVERNMENT
Executive Order #39 Relating to the Affirmation of the Government-to-Government Relationship Between the State of Wisconsin and the Indian Tribal Governments located Within the State of Wisconsin.

14 Tribal Consultation On February 27, 2004, Executive Order #39 was issued, recognizing the sovereignty of the 11 tribal governments in Wisconsin and the unique government-to-government relationship that exists between the State and the tribes. To carry out the Order, the State-Tribal Consultation Initiative was established. .

15 State Tribal Relations
Legislative Council, Special Committee on State-Tribal Relations The committee is directed to study issues relating to American Indians and the American Indian tribes and bands in WI and develop specific recommendations and legislative proposals relating to these issues. Council membership include state and tribal legislative representation and a technical advisory committee made up of state department subject experts.
