An informal 5G Workshop on NR-Unlicensed and Shared Spectrum was held on 3-4 Oct 2017 in San Diego

It is proposed that NR use 60GHz
Comment: should we be concerned about ad/ay sharing with NR?
It is proposed that NR use 2.4GHz operation
Comment: should we be concerned about b/g/n/ax sharing with NR?
It is proposed that NR use 900MHz operation
Comment: should we be concerned about ah sharing with NR?
It is proposed that 3GPP engage in more regulatory activities, including
Influencing regulators to impose a common time reference for synchronisation between operators, particularly in green field spectrum
Influencing rules on channel reservation and sharing for high order MIMO systems and mmW bands
Comment: highlights the need for IEEE WG to remain engaged with regulators on coexistence issues

There is significant focus on cooperation among operators to optimise access
Comment: cooperation does provide opportunities for optimisations but is also contrary to mantra that in unlicensed spectrum anyone, anytime, anyplace should be able to set up a network that just works well enough rather than focusing on optimisation
Comment: of course, we should not object to cooperation within a MCOT
There is a proposal for universal signalling for channel reservation across RATs, ie common preamble
Comment: this is something that IEEE 802 has been advocating for some time but it will require discussions with 3GPP soon while we are designing ax
But others are still advocating that ED be the primary sharing mechanism
Comment: we might want to support mechanisms beyond ED

There is interest in directional LBT to increase spatial reuse
Comment: this might be of interest to ax or beyond
There are some efforts underway to eliminate reservation signals (energy blocking) and stop transmission quicker when no more data to send
Comment: more starting and ending positions is something that IEEE 802 has been advocating to 3GPP in context of LAA
Comment: it is good that the problem is recognised, but why shouldn’t the same principle apply to LAA?
A fairness criteria has been proposed; NR-U should not impact Wi-Fi/LAA more than an additional Wi-Fi/LAA network in terms of user-perceived throughput/latency/coverage/BO

There are proposals to ensure HARQ feedback occurs in same MCOT
Comment: this will make NR more like than LAA in the way the LBT feedback mechanism operates
One stakeholder continues to believe that Wi-Fi community is reneging on an agreement in ETSI BRAN that ax use ED = -72dBm only
Comment: there was no such agreement (IEEE 802 was not a participant); the actual agreement (between a small number of Wi-Fi and LAA stakeholders) was to reconsider the issue when EN was revised

8. The Wi-Fi community members need to bring NR related coexistence issues to our attention for action
It is assumed IEEE WG’s ultimate goal is for fair access for all systems (including Wi-Fi) to unlicensed spectrum so that they can all compete on a level playing field
Therefore it is probably worthwhile for the Wi-Fi community to monitor, and intervene as necessary, in NR-Unlicensed design and coexistence discussions in 3GPP and elsewhere …
… because Wi-Fi is almost certainly going to have to coexist with NR-Unlicensed and decisions are being made now that will impact coexistence in the future
The question is how? The answer is that we are going to have to rely on our members to bring issues of interest to the Coexistence SC
