2. The 1999 Gothenburg Protocol with its revision in 2012
An effect oriented Protocol including:
Basic obligations (art. 2) with national emission ceilings for 2010 specified in annex II and
national emission reduction commitments for 2020 for a better environment and human health.
Technical requirements for stationary sources, onroad vehicles (EURO standards), off-road machinery, fuel quality and agricultural sectors;
Additional measures (art. 6) to be taken on a voluntary basis at the national level ;
And improvement of public awareness (art. 5).

3. Article 6 STRATEGIES, POLICIES, PROGRAMMES, MEASURES AND INFORMATION
1. Each Party shall, as necessary and on the basis of sound scientific and economic criteria, in order to facilitate the implementation of its obligations under article 3:
(d) Apply measures to decrease the use of polluting fuels;
(e) Develop and introduce less polluting transport systems and promote traffic management systems to reduce overall emissions from road traffic;

4. Conclusions
It would certainly be meanginful to reinforce the cooperation between THE PEP and the CLRTAP on a way to encourage research, development, and implementation of measures related to:
the management of transport demand and
the promotion of less polluting modes of transport.
