Colonies become States
Many “states” were created from existing colonies. There was already a legislative assembly and governor in place. Allegiances lie with the states Republicanism is the major theory, claiming that government lies with the consent of the people. State Constitutions utilized these ideas as they created a central government (state-level)

The Republic Some claim a republic requires a virtuous people to work.
Virtuous- doing what is right for all of the people. Adam Smith believed in self- interest, which claimed every man working to their own potential will make the state stronger.

Debates on the Congressional Floor
State population, should larger states have more votes? Do we include slaves? For equality purposes, each state would have one vote. Fundamental powers are shared between Congress and the states National Gov can declare war, sign treaties Establish post office There is no enforcement.

What about the West? Northwest Ordinance of 1787
Maryland forced states to give up claims west of the original proclamation line, to ensure equality. All territory west of the Appalachian mountains would become states if they met the following criteria. Congress appoints governor of territory. When it reaches 5000 residents, settlers could write a temporary constitution. When it reaches 60000, settlers would write permanent constitution and are granted statehood, with representation in Congress.

Problems arise Weaknesses in the Articles lead to problems.
Currency exchanges depend on the State. No national army is required, only state militias. Unanimous vote… Can’t get anything done.
