Charge: Taking up arms against the Federal Government, intimidation of Federal Officials (tax collectors) and destruction of private property. You have a choice between guilty and innocence. If you think the rebels were justified, had good reason for their actions then find them innocent. If you think their actions are without merit and cannot be justified, find them guilty.

4 Background The 4th part of Hamilton's Economic Plan was? Taxation!
Congress in March 1791 places and excise tax on distilled spirits. What is the difference between a tariff and excise tax?

5 Rebellion 1794 Farmers in western Pennsylvania rebel against the tax. Saw it as a double –tax, on the grain and the distilled spirits. Couldn’t afford it, refused to pay it. They didn’t have hard currency. Used Whiskey as a currency. Attack tax collectors, destroyed property and other acts of intimidation.

6 Washington’s Perspective
He views the Rebellion against the backdrop of the French Revolution Many “Republican” Societies founded in America to show support for French Revolution Washington feels they incite the Whiskey Rebellion See it as a threat.

7 Washington reacts Washington leads an army of some 13,000 to put down the rebellion. Only sitting president to lead troops into battle. Rebellion sputters and key leaders are placed on trial. Importance: The Federal or National Government uses power to enforce the law! Strengthens the power of the national government.

8 Questions for the Jury Your task: Decide the guilt or innocence of the Whiskey rebellion participants. Were the farmers in western Pennsylvania “rebels” or tax resistors? Were the actions of the Whiskey “rebels” justifiable? As the play is read: Make a T Chart. One side for evidence of innocence, other side evidence of Guilt.
