2. INSPIRE Directive
INSPIRE lays down general rules to establish an infrastructure for spatial information in Europe
for the purposes of Community environmental policies
for policies or activities which may have an impact on the environment.
INSPIRE is to be based on the infrastructures for spatial information established and operated by the Member States
INSPIRE is a distributed infrastructure.
INSPIRE does not require the collection of new spatial data
INSPIRE does not affect existing Intellectual Property Rights
Entry into force 15 May 2007
Implementation into national laws: 15 May 2009

3. Scope INSPIRE Directive
Spatial data held by or on behalf of a public authority operating down to the lowest level of government when laws or regulations require their collection or dissemination

Organizational harmonization: removal of obstacles to access
Art. 17.2: The measures provided for in paragraph 1 [sharing of spatial data sets and services between public authorities] shall preclude any restrictions likely to create practical obstacles, occurring at the point of use, to the sharing of spatial data sets and services.
INSPIRE only addresses data held by public authorities (or by a third party on behalf of a public authority)
INSPIRE will only affect public authorities which are the custodian of relevant data that needs to be reported, collected or disseminated to a higher level of administration. Data collected for local purposes only falls not under INSPIRE.
INSPIRE covers in its scope 34 themes of data, which, as you will recognise, are used for developing information systems for a wide variety of applications.

Result of extensive collaborative work between Drafting Team, Commission, and stakeholders through
Proposal for a Regulation unanimously approved by INSPIRE Regulatory Committee on 14/5/2008.
European Parliament completed its scrutiny on 18/6/2008. Formal adoption by the Commission on 3rd December 2008
