4. CDBG: Federal Department of Housing & Urban Development (HUD)
The Office of Community Planning and Development (CPD) seeks to develop viable communities by promoting integrated approaches that provide decent housing, a suitable living environment, and expanded economic opportunities for low and moderate income persons. The primary means towards this end is the development of partnerships among all levels of government and the private sector, including for-profit and non-profit organizations.

5. CDBG: Purpose
The CDBG program works to ensure decent affordable housing, to provide services to the most vulnerable in our communities, and to create jobs through the expansion and retention of businesses.
CDBG is an important tool for helping local governments tackle serious challenges facing their communities.
CDBG funds have been used to start or expand critical public service programs across the Nation.
The CDBG program has made a difference in the lives of millions of people and their communities across the Nation.

13. CDBG funds for a Public Service
To utilize CDBG funds for a public service, the service must be either:
1) a new service; or
2) A quantifiable increase in the level of an existing service

Public Infrastructure set aside of up to 60% of the funding available to City Programs

Guiding Principles: measurable community impact, diversity and inclusiveness, priority to lower incomes, consistent with city goals, plans, or initiatives
