1
National waste management plan 2002 National level, deals with: –prevention of waste production –infrastructure for collecting (hazardous) waste –setting so-called minimum standards (techniques) –establish preferred capacity for waste incineration Plan is renewed every 4 years CA: Ministry of Environment
2
National waste management plan 2002 SEA was carried out: –to compare different techniques and define preferred technique – to investigate different need scenarios for incineration to determine needed incineration capacity
3
National waste management plan 2002 Selection preferred techniques –26 waste streams investigated (asbestos, batteries, dissolvents, waste oil etc) Example waste oil: in rotary drum incinerator use as fuel in cement oven additional fuel in power station distallation with sodium treatment
4
National waste management plan 2002 Comparison techniques: –LCA (all effects incl re-use of material –General themes: climate change acidification euthrophication toxicity (humans, ecology) use of resources disruption: biodiversity –12 LCA themes
5
National waste management plan 2002 Make results useful for decision making: different weighting –all 6 themes equally important –all 12 LCA themes are equally important –importance of effects relative to distance to target –emphasis on greenhouse effect (reduce of energy use) –emphasis on dispersion
6
National waste management plan 2002 Comparison: –analysis of most friendly technique for the environment –preferred technique
7
National waste management plan 2002 Capacity planning incineration grey waste 2 scenarios : separation in different (caloric) components with specific processing (use in power plants, cement ovens, incineration plant) 1 scenario: all waste integrally burned in waste incinerators 1 scenario: no increase in capacity (landfills)
8
National waste management plan 2002 Comparison of alternatives simplified LCA use of space for waste that is land-filled emissions of NOx, CO2, CO, carbon hydroxides, NH3 en dioxins
9
National waste management plan 2002 Relation SEA and EIA SEA (2002), national level: –Capacity for incineration: need scenarios investigated conclusion: 2 incineration plants are needed –for 26 waste streams : preferred technique EIA project level –Site characteristics examined –Preferred technique applied? If not, applied technique has to score as good as or better than preferred technique
