Powers of Congress Find Article I, Section 8 of the Constitution. 1) Define “Expressed” powers of Congress and list 5 from the Constitution.. 2) Define “Implied powers”. What are some “Implied” powers that suggested by these “expressed” powers? 3) Use your device to define “pork-barrel legislation”.

3 TYPES OF POWERS 1)Expressed Powers – specifically written in the Constitution 2)Implied Powers – reasonably suggested by the Constitution 3)Inherent Powers – powers that all countries have simply by being a sovereign nation

Strict vs Liberal Interpretation Strict constructionists – believe that the Federal Gov’t should only exercise its “expressed powers” Liberal constructionists –believe in a more broad interpretation of the Constitution

Expressed Powers 1)Power to tax -limits on taxation public purposes only no tax on exports cannot violate rights of the Constitution
