Priority 1 - Cities, Engines of Growth and Jobs Promoting Entrepreneurship (support to SMEs, PPPs, social economy, development of clusters building on opportunities such as culture, care, etc.) Improving Innovation and Knowledge economy (ICT strategies at city level, fighting the digital divide and fostering the use of ICT among the « weakest », promotion of innovation through partnerships with universities, the private sector, etc.) Employment and Human Capital (improving qualifications for innovation, adaptability of workers and enterprises, expanding and improving education and training systems, improving employability and employment of target groups, etc.) 10 décembre décembre 2018

Eligibility period Projects’ costs are eligible from:
the date of approval of the Declaration of Interest by the Monitoring Committee; or the date of formal submission of the Declaration of Interest by the Lead Partner to the Secretariat (at project’s risk). 10 décembre décembre 2018

Financial management system
3 possible options: Centralised (LP collects all PPs contributions and spends/certifies directly the whole budget) Decentralised (every PP spends/certifies its own contribution) Mixed (every PP spends/certifies part of its own contribution for ULSG and staff; the remaining contribution is transferred to LP) 10 décembre décembre 2018

Certification of expenditure (1/2)
Procedure The project expenditure must be certified by an external controller (i.e. certifying body); Each partner shall propose its own certifying body in the Declaration of Interest / Final Application; The national authorities of each partner shall approve the proposed certifying bodies. Official communication of the approval must be sent to the Secretariat. 10 décembre décembre 2018

Requirements The partner’s expenditure cannot be certified and refunded if its national authority: has not yet signed the Memorandum of Understanding with the Managing Authority or has not set up a financial control system validated by the Audit Authority 10 décembre décembre 2018
