RCPS Title I Services Title I, Part A (Title I) of the Elementary and Secondary Education Act, as amended (ESEA) provides financial assistance to local educational agencies (LEAs) and schools with high numbers or high percentages of children from low-income families to help ensure that all children meet challenging state academic standards. Title I is designed to help students served by the program to achieve proficiency on challenging State academic achievement standards.

Title I Budget - Total: $355,056.87
Category 1000 ($258,400.80): Staff Positions – 5 Teachers -3 at MES and 2 at BHES (RCPS picks up the 3rd teacher at BHES) to target Reading Proficiency Para Position – 1 Para at BHES to target Math Proficiency Category 2000 ($93,730.45): - Fixed charge categories such as FICA, VRS, health, etc… Staff Positions (5)/Para Position (1) Category 3000 ($1,200.00): - Homeless funds set aside for Project HOPE – Homeless services Category 4000 ($0): Internal Services Category 5000 ($0): Travel/Registration (Will add to this fund if the grant has excess from Category 1000/2000) Category 6000 ($ ): Materials and Supplies (Will add to this fund if the grant has excess from Category 1000/2000) Category 8000 ($0): Capital Outlay

Title Services: McHarg Elementary: 2 Title teachers dedicated to Reading and 1 Title para dedicated to Reading – Served 74 students Next year – 3 Title teachers (Full time) McHarg Elementary Title I Reading Program: Belle Heth Elementary: 4 Title teachers dedicated to Reading and 1 Title para dedicated to Math (3 Title teachers paid through the grant, one paid through local funds) - Served 122 students Next year – 3 Title teachers (Full time) and 1 Title para dedicated to Math Belle Heth Title I Reading Program:

RCPS Title I teachers: 1. Monitoring & assess student progress.
2. Provide small group and individual instruction primarily in reading with limited assistance in math. 3. Teach and review the areas of phonemic awareness, word attack, phonics, comprehension, vocabulary, spelling, study skills and oral reading fluency. 4. Encourage a love of reading. 5. Provide assistance to classroom teacher. 7. Collaborate and at times, co-teach with the classroom teacher in whole group instruction.

Title Survey frequent communication updates on student progress
Title teachers will continue to offer the following support to families during the school year: frequent communication updates on student progress ways to help students at home answers to questions about reading instruction and expectations at least one parent meeting, probably during the school day in conjunction with a grade level program “Books in Your Box” summer book-mailing program at-home books checked out by students throughout the school year A significant change will be adding a Title I teacher so that each grade level will have a dedicated Title I teacher. This change is supported by parent feedback, since parents rated this choice highest among options including low teacher/student ratio, professional development, properly licensed and endorsed teachers, and adequate reading materials at school and at home.

Title II, Part A, Supporting Effective Instruction
Total $51,158.48 Title II funds are intended to increase the number of high-quality, effective teachers and principals. Funds can be used for a variety of purposes, from recruiting and retaining teachers to reducing class sizes, or providing professional development. RCPS funds an additional first grade teacher to reduce class size : First grade teacher/student ratio: 1/18
