A process:
The IOPs session should be well scheduled in advance, the attendance clear
The rules open and must be respected by all participants
The dead lines must be respected and strict:
The IOPs must precede the standard
IOPs should serve as proof of concept for the standard
standards must not evolve to often and ,have a clear roadmap

5. How? a good coordination and organisation capability
an open , neutral, rather stable organisation,
Need for public certified test files
Synchronisation between IOPs and standard publishing
Open question : certification?

6. Key problem All this has a durable cost Who is going to fund all this?
Group of vendors
Users group
Utilities
Institutional bodies (EPRI, …)
=> not a sole source
