3 Project Abstract The project assessed the impact of integrating three operational single sign-on systems at the NM Environment Department (NMED), Wyoming Department of Environmental Quality, and North Dakota Department of Health with EPA’s centralized identity broker. The work included: Review of existing state systems and EPA’s Identity Bridge Design of a future architecture of federated identity for Exchange Network partners Implementation of a working proof of concept, and An analysis of impacts and requirements for a roadmap to transition to the future architecture. The goal of the project was to prove that a user could log in to one state system and access other systems without logging in again.

4 Technical Solution – Part 1
NM Environment Department, North Dakota’s Department of Health and Wyoming’s Department of Environmental Quality issues local tokens to users. The EPA Bridge converts their local tokens to standardized secure tokens. NM, WY and ND are modified to accept both their local tokens and the EPA Bridge tokens. Users that log in to one system can now access other systems without logging in again. NM, WY and ND retain role-based decisions concerning what users can do within their systems.

9 Lessons Learned Use a sub – grant award instead of an MOA to pay partners for their contributions to the grant project. Sub-grant awards use the 400s category that matches better with the EPA “Other” budget category. Allow for some flexibility in the contracts to allow for travel. This grant required travel to other states and to the National Exchange Network Conference to present the work. Travel was budgeted into the grant but in SHARE it was loaded into the 400s category which caused problems later. Use of collaboration tools such as Google Docs worked very well for remote access to documents, presentation, sharing documents and for group editing. Use of WebEx web conferencing tool was invaluable for giving frequent live presentations.

10 Project Outcomes Users log in to one system and access another system without logging in again! Lots of interest generated at 2017 Exchange Network Conference Creation of a joint governance group including states and EPA to address policy, procedure and standards for a sustainable system. Follow on partner grant project awarded to NM to implement workflows between state systems to demonstrate value of using this federated identity system.
