2 Who are “we”? Ayrshire and Arran NHS Board
South West Scotland Community Justice Authority (CJA) HMP Kilmarnock (Serco) Queen Margaret University Royal college of Speech and Language Therapists Project is a multi-agency, multi-disciplinary collaboration Different insights, orgs. way of working, policy, evidence.

3 What are we trying to do? GROWTH! ... to improve
community reintegration outcomes for offenders, with identified speech, language and communication needs (SLCN), leaving HMP Kilmarnock and returning to Ayrshire and Arran Health Board area. Growth versus Protect Campaigns

Challenges: Competing for ground, funds, leadership, some threatened Personal agendas, understanding, power Initial partner pulling out SLCN versus Literacy Our UNIQUE selling point Overcoming challenge Reassure: Emphasising we fit in with what is already happening Ensure role, keep informed Work with those we can, keep friends, ask friends to influence for us Address misunderstandings directly Evidence, evidence, evidence WAVE LU LO Report: Locked up, Locked Out Conference, 2010: 100% of participants agree “Speech, language and communication needs are a problem in the criminal justice system which need to be addressed somehow”? 93% of participants agree “I and / or my organisation would like to be involved in any future development of speech, language and communication services in the justice system” 100% of participants agreed with the statement “I think speech and language therapy has something to offer my organisations area of practice”    Barriers to progress:  Knowing and agreeing the best approach to tackling the problem “How would this work in short sentence situation” “What do you tackle first – impairment or environment – very different groups” “Raising awareness across entire justice system is imperative. (Question is) how best to help all involved – at an appropriate level” Securing cross sector ownership and therefore the funding and time resources in a hard pressed organisations trying to dealing with a number of competing priorities and demands. Communication difficulties are not recognised. Offender programmes “require” completion. Targets etc. “Other than work – other significant activity is not mandatory (for prisoners).” “It’s someone else’s problem ...If schools do what they are meant to do...” “SLT is a health issue but re-offending is not” The complexity of integrated partnership work on SLCN across a wide range of services and sectors including offender education and other language and communication related projects. Concerns regarding supply of SLT services. Ability and interest of individuals with communication difficulties to engage in services. Rights of prisoners “Nose out of joint” Perceived criticism... Changed title – “Communicating Justice”

Overcoming challenges: Expect a long journey and agree deadlines Share skills, knowledge, strengths, tasks Dedicated time and lead role “chasing up” Build on positive messages from challengers; ask friends to influence for us For example: Interpretation of employment law; NHS responsibility- CURRENT BIGGEST BARRIER Addressing via: Meetings, case studies, creating environment / cutting edge; Impact information (outcomes); challenge head on with authority(letter to SG)

12 Lessons learned Growth feels positive
Time commitment - expect a long journey and agree deadlines Dedicated lead and / or time ...Need to “carry” sometimes Brief, explain, clarify, evidence, brief, explain, clarify, evidence Distinguish project from “now” but get “fit with now” Knowledge of partners, environment Pursue “I’m sure it will be fine” Skills, confidence, risk - Share skills, knowledge, strengths, tasks Work with supporters, ask friends to influence, Power / Interest Persist - address barriers
