Ineligible Partner countries:
Region 5: Andorra, Monaco, San Marino, Vatican City State, Switzerland Region 12: Industrialised Gulf Cooperation countries: Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, United Arab Emirates Region 13: Other industrialised Countries: Australia, Brunei, Canada, Hong Kong, Japan, (Republic of) Korea, Macao, New Zealand, Singapore, Taiwan, United States of America Caribbean, Chile and Uruguay (from 2019)

CBHE Objectives The programme is aimed at using HEIs as a vector to deliver the knowledge requirements for economic development through job creation, better governance, increased entrepreneurship and mobility, and a stronger civil society. Enhancing management, governance and innovation capacities, and the internationalisation of HEIs as well as modernising education systems is one of the expected impact of the programme together with regional and cross regional cooperation. European HEIs acknowledge that they have a key role to play in supporting the modernisation efforts of emerging and developing parts of the world, as well as to contribute to finding solutions to global challenges such as climate change or narrowing development gaps between people and nations. Improving the modernisation and quality of HE and its relevance for the labour market and society; Improving the competences and skills in HEIs via innovative education programmes; Enhancing the management, governance and innovation capacities, as well as the internationalisation of HEIs; Increasing capacities of National Authorities to modernise their higher education systems; Fostering regional integration+ cooperation between different regions of the world.

Types of projects - IMPACT
Joint Projects benefitting mainly HEIs and achieving impact at institutional level in the Partner Country/ies Structural Projects supporting reforms of HE systems and achieving impact at national level in the Partner Country/ies and / or regional level (where at least two Partner Countries of a given region are involved) Involve Ministry of Education/Higher Education

Who can participate? – Eligible Applicants
An applicant organisation can be: any public or private HEI offering higher education degrees or other recognised tertiary education level qualifications (defined as higher education institution and recognised as such by the competent authority) or Associations or organisations of higher education institutions dedicated to the promotion, improvement and reform of higher education as well as to co-operation within Europe and between Europe and other parts of the world are eligible. If such associations, organisations or networks also cover other education sectors and training, the main focus of their activities must be on higher education. An association, organisation or network of higher education institutions will count as one legal entity/partner institution and will act on behalf of its members, meaning that it will be treated as one entity from the country where the headquarter is based. Only those members which are established in the Programme or eligible Partner Countries can benefit from the grant. For Structural Projects only, in addition to above-mentioned organisations, a legally recognized national or international rector, teacher or student organization. Syria and Libya (no possibility anymore to coordinate projects because of the associated financial risks)

Who can participate? – Eligible Partners
As Associated Partners (optional): A participating organisation can be: any public or private organisation offering higher education degrees or other recognised tertiary education level qualifications (defined as higher education institution and recognised as such by the competent authority) or any public or private organisation active in the labour market or in the fields of education ,training and youth. For example, such organisation can be: a public, private small medium or large enterprise (including social enterprises) a public body at local, regional or national level (including ministries) a social partner or other representative of working life, including chambers of commerce, craft/professional associations and trade unions a research institute a foundation a school/institute (on any level, from pre-school to upper secondary education, including vocational education and adult education) a non-profit organisation, association, NGO (including national or international associations or networks of higher education institutions, students or teachers associations, etc.) a cultural organisation, library, museum a body providing career guidance, professional counselling and information services Each participating organisation can be located either in a Programme or in an eligible Partner country!

Multi-Country Projects 2 Programme Countries)
(≥ 2 Partner Countries+ min. 2 Programme Countries) Structural Projects: Partner Country Ministries for HE must participate Min.1 HEI from each Programme Country Min.1 HEI from each Programme Country Partner Countries: 1 HEI / Partner Country is accepted where <5 HEIs or where one single institution represents more than 50% of the overall student population Association / organisation / network count as only one partner (not HEI) from the country where the headquarter is based; min nr of HEIs must be respected anyway Latin America: participation only in multi-country projects (at least 2 countries from the region) Russia – in multi-country projects only as well Switzerland & Micro-States (Andorra, Monaco, San Marino, Vatican City State): No funding for Capacity building nor International Credit mobility PA – Partnership Agreement: At the beginning of the project provided to the Agency within 6 months of the signature of the grant contract. Covers financial, technical and legal aspects related to the implementation of the project, including partners role and responsibilities; budget matters (co-funding, breakdown of budget per activity and partner, modalities of transfer of funds, etc.); remuneration policy for staff; reimbursement modalities for travels and costs of stay; reporting mechanisms; conflict management mechanisms, etc. Min.3 HEIs from the Partner Country

Priorities

Priorities National and regional priorities are the same, only that they were defined at different levels (national – by partner countries; regional – by Commission services) Both apply equally to Joint and Structural projects, the difference is only in the impact expected (national at institutional level; structural at systemic level) Three types of priorities acting as follows: 1. Subject areas - only for Curriculum development ("Modernisation of curriculum by developing new and innovative courses and methodologies ”) 2. Improving management and operation of higher education institutions - applies to projects dealing with "Modernisation of governance, management and functioning of higher education” 3. Developing the higher education sector within society at large - applies to projects dealing with "Strengthening of relations between higher education and the wider economic and social environment"

Relevance Make a clear analysis of the partner country’s/ies’ needs, demonstrate with facts and figures Make a clear link to higher education reform, to the labour market (industry) and to relevant legislation/national/regional priorities Provide the specific references to previous projects (if applicable) Describe the reasons for setting-up the consortium/available expertise/skills Explain to what extent the project brings a European added value (why similar results could not be achieved through national, regional or local funding) Explain what is innovative and/or complementary to other initiatives or projects

Expected impact: at different levels Dissemination strategy including outputs to be disseminated, target groups, dissemination tools & activities Sustainability at three levels, including financial, institutional and political Evidence of impact: institutional / national level

Call 2019 novelties Deadline for applications: 7 February 2019
The 2019 budget will be broadly similar to the previous one Additional funding for a number of priority countries: 3 million euros for Tunisia, 1 million euro for Georgia, 1 million euro for Ukraine Higher IPA budget for Western Balkans (Serbia no longer qualified as a Partner Country) Chile and Uruguay will not be considered as eligible Partner Countries for CBHH projects > now part of Region 13 Deadline for applications: 7 February 2019

Start in due time (preferably before the Call…) Address a real need, be relevant and innovative Find the right partners: involve them from the very start and divide tasks => ownership Make a coherent and logic project plan Think about sustainability and dissemination "would", "might", … => "will" ! Write for the evaluator, consider a proof-reader
