1 EU Ecolabel All Purpose Cleaners and Sanitary Cleaners:
CB Forum 11 March 2014 EU Ecolabel All Purpose Cleaners and Sanitary Cleaners: 1) Scope and Cleaning Vinegar 2) Scope and Electrolyzed water

2 Potential Dutch Applicant
Wants to apply for Cleaning Vinegar (with or without perfume), used for sanitary cleaning and household equipment, window cleaner etc. The vinegar is produced on a natural and sustainable way. The ordinary cleaning vinegar is produced on a chemical way and is therefore not sustainable. This product is made of a double fermentation (with or without perfumes). Because of the low consumer prices it will be a product witch every consumer can buy. The consumer price will be around €0.59/ltr. “So every consumer can cooperate with a sustainable society. Not only in Holland, but within the whole EU”.

3 EU Ecolabel criteria all-purpose cleaners and sanitary cleaners (I)
Commission decision 2011/383/EU Article 1 The product group ‘All-purpose cleaners and sanitary cleaners’ shall comprise: all-purpose cleaners, window cleaners, and sanitary cleaners. (a) All-purpose cleaners comprising detergent products intended for the routine cleaning of floors, walls, ceilings, windows and other fixed surfaces, and which are either diluted in water prior to use or used without dilution. All-purpose cleaners shall mean products intended for indoor use in buildings which include domestic, commercial and industrial facilities.

4 EU Ecolabel criteria all-purpose cleaners and sanitary cleaners (II)
(b) Window cleaners comprising specific cleaners intended for the routine cleaning of windows, and which are used without dilution. (c) Sanitary cleaners comprising detergent products intended for the routine removal, including by scouring, of dirt and/or deposits in sanitary facilities, such as laundry rooms, toilets, bathrooms, showers and kitchens. This subgroup thus contains bathroom cleaners and kitchen cleaners. The product group shall cover products for both private and professional use. The products shall be mixtures of chemical substances and must not contain micro-organisms that have been deliberately added by the manufacturer.

5 Potential French Applicant
Wants to apply for Electrolyzed water. Electrolyzed water is only applicable to very few criteria, namely marking, packaging and performance only, the added value is thus very low, but the arguments to say that this product falls or does not fall within the scope are not obvious.

6 Cleaning vinegar: within or without the scope?
Is cleaning vinegar currently excluded, because of the chemical substance, not being a detergent product and/or not being a mixture of chemical substances? But: if all EU Ecolabelcriteria are met, why no EU Ecolabelcertification? If not within the scope: include in the next revision? Research needed. What is the opinion of the CB Forum? and Electrolyzed water: within or without the scope?

7 Thank you for your attention and cooperation!
