Electronic Data Exchange in Rail Freight late – but with full speed?
MVMSZ Annual Conference Budapest, 6th December 2018
2
Introduction RSRD² - The Keeper Wagon Database
Introduction GCU Broker – The central RU/WK Interface Interconnection of Systems Tasks and Responsibilities RUs and WKs
3
All European keepers must provide rolling stock reference data (RSRD) in standardised format since 1st January 2016 1st Jan 2016 TAF TSI Masterplan EUAR in collaboration with NCPs (National Contact Points) and JSG (Joint Sector Group) are monitoring the implementation of all TAF functions bi-annually
4
The data cloud RSRD² is a non profit organisation and access is free of charge
RSRD² asbl Business Model Membership RSRD² asbl UIP Funding Keepers Open to Associations Income Expenses User Fee Keeper 1,50 € per wagon and year Operations Administration Change Requests Further Developments RSRD² ASBL Board of Directors = RSRD² Data Cloud
5
RSRD² serves as master for rolling stock reference data and feeds other sector databases
RSRD² Work Flow Wagon Keeper RSRD data Central data storage, high availability Standard interfaces Data authorisation management Secured Access (https) Railway Undertaking RSRD data mileage data Workshop Lessee NSA GCU SWDB
6
In the meantime about 180k wagons from more than 70 keepers are registered in RSRD²
Development wagons and keepers in RSRD² Wagons Keepers Einschätzung des Umfangs der verfügbaren Wagen (z.B. 60% der beförderten Wagen abgedeckt etc.)
7
The range of users is manifold and continuously growing, monthly more than 400,000 queries are send to RSRD² Examples RSRD² User Wagon Keepers Railway Undertakings Others Langschienen … … …

Introduction RSRD² - The Keeper Wagon Database
Introduction GCU Broker – The central RU/WK Interface Interconnection of Systems Tasks and Responsibilities RUs and WKs
9
The data exchange within the rail sector is quite complex and would be further aggravated by numerous RSRDs Graphik: circles: big = keeper, small moving = nomads ECM important?
10
1st design & development
The GCU Broker serves to connect all RSRDs and provide a central interface for RUs Scope GCU Broker Scope The message broker as the only one IT interface between the RU and keeper Signatories exchange mileage events Signatories exchange wagon damage reports (WDR) Signatories exchange technical information of the wagon on request Signatories exchange actual operational restrictions of the wagon on request Signatories exchange the codes of intervention (Appendix 10, Annex 6) To be defined (e.g. bills, technical instructions, completion of repairs (article 19.4) TAF requirements are considered 1st design & development
11
Message exchange will be facilitated by GCU Broker and functions will be implemented step-wise
Three Step Approach Scope Current Project Function Version 1.0 Version 1.1 Version 1.2 Version 1.3 GCU Homepage Wagen List of Keeper (KWL) Wagon Damage Report (WDR) Wagon Performance Message (WPM) Technical Wagon Data (RSRD) Upcoming CRs Go-Live tbd (in 2019)

WKs must very strong focus on data quality and completeness of own wagons (RSDS)
Considerations WKs Smaller WKs Big Size WKs Check -Address in GCU for reception of WDR PDF and ATTM Use RSRD² to provide RSDS messages via Message Broker Keep wagon numbers and wagon data always up-to-date in RSRD² Use RSRD² to collect and store mileage messages; download it regularly RSRD² updates GCU wagon list and provides requested technical wagon data automatically Develop interface to Message Broker to receive WDR XML and ATTM Use RSRD² to provide RSDS messages or develop own RSRD with required interface to TAF TSI and Broker In case of own RSRD: provide regularly wagon number lists to Message Broker Keep wagon numbers and wagon data always up-to-date (daily updates) Use RSRD² to collect and store mileage messages or develop own database and interface to GCU Broker Entwicklung RTB von GUI auf Schnittstelle Aufwand, Zeitbedarf, Art der Einbindung in RTB Systeme/Prozesse
17
RUs could have a big benefit by implementing interfaces and automatically send and receive wagon related data Considerations RUs Smaller RUs Big Size RUs Use the original WDR PDF templates; only electronic filling allowed Collect mileage data and provide it to the message broker via CSV files (contractual obligation from next year) Download wagon data via the GCU GUI Check with your IT provider to implement electronic data exchange via Message Broker Implement tools to create WDR via APP Implement system interface to GCU Broker to send WDR XML Implement system interface to GCU Broker to send mileage messages automatically Implement system interface to download RSDS data and use it in your legacy system for train planning and operation Entwicklung RTB von GUI auf Schnittstelle Aufwand, Zeitbedarf, Art der Einbindung in RTB Systeme/Prozesse
