Introduction Protection of natural environment is an increasingly important aspect of port management . Implementing environmental programs and green marketing strategies would lead to better environmental performance. Today a port’s ‘license to operate’ is more associated to its environmental performance .

Impact of Ports Operation on Environment
Port development, operations and activities have adverse consequences on the environment responsible for a number of negative external effects. An increasing number of ports are taking measures to prevent: marine and atmospheric pollution, improve energy efficiency, enhance their waste management processes, and reduce their greenhouse gas emissions.

Environmental Management
Environmental management is increasingly practiced as an essential component of the business plan of any operation that claims to be sustainable, efficient and compliant with legislation that is particularly évident in port activités (Puig et al., 2015). Port development, operations and activities have adverse consequences on the environment responsible for a number of negative external effects

: The environmental impact of ports may thus be divided into three subcategories
Problems caused by port activity itself Problems caused at sea by ships calling at the port Emissions from inter-modal transport networks serving the port hinterland.

Port emissions Ports are a significant source of global air pollution around coastal areas, exposing people to serious health and environmental impacts. Port emissions come from a wide range of sources - directly or indirectly related to port operations - including fuel-powered cargo handling equipment, ships, harbor craft, trucks, rail locomotives, port administration vehicles, power plants providing energy for port operations, etc. The emissions include greenhouse gases, notably carbon dioxide (CO2), oxides of nitrogen (NOx), oxides of sulfur (SOx), methane (CH4) and particulate matter (PM).

Port emissions It causes a number of negative environmental impacts.
While efficient ports are vital to : the economic development of their surrounding areas, the related ship traffic, the handling of the goods in the ports and the hinterland distribution It causes a number of negative environmental impacts.

African Seaports Ports provide a gateway to African trade. Their competitiveness and positioning in global supply chains defines Africa’s ability to export and imports. There is a need to promote environmental and economic sustainability. Increasing environmental awareness posits new challenges to the development of port.

Constraints of environmental measures
Most of African ports are struggling to mitigate the negative impacts of their activities. A number of African ports have to contend with a range of difficulties and issues which hamper both the identification and adoption of best environmental practices Geographical Factors Technical Factor Regulatory Factors

African port expansion is needed : To accommodate mounting trade volumes between the continent and the rest of the world and To handle the increased exploration and production of oil and gas in the region.

On the other hand African Port Expansion have raised : Marine environment concerns Countries are unprepared to deal with the threat of pollution in and around their ports.

Challenges of African seaport
There are no precise data figures on the levels of pollution in and around Africa’s port cities . Experts have warned of the region’s vulnerability to marine pollution because of the unpreparedness of the port operators and government maritime agencies. According to World Bank shipping lines along the east African coast are among the busiest in the world, carrying more than 30% of the world’s crude oil.

Update of the Top 10 environmental issues is an Important review for the port sector because : It identifies the high priority issues common to the sector on which ports are working Sets the framework for guidance and initiatives to be taken by European Sea Ports Organization ESPO. Air quality remains at the top of the priorities together with Energy consumption, Noise and Water quality, while a third emissions related priority, Climate Change, enters the top 10 for the first time

Environmental Challenges in Ports
African ports are setting their first steps in moving towards integrated green port management strategies. Compared to the developed countries, and in particular Europe, priority setting is similar on the level of air quality as the main priority. According to PMAWCA, the ports in West Africa have a poor level of awareness about the importance of a clean environment and the negative effects of pollution

Need to raise the environmental performance of African ports (cities). Environmental aspects also play an increasing role in attracting trading partners and potential investors. A port with a strong environmental record and a high level of community support is likely to be favored by market players

Importance of Environmental tools and certification
Without proper environmental tools and policies in ports, there is an increased risk of having a clear imbalance between the environmental challenges and Economic Demand. Environmental tools and certification are one of the stipulate ways in which African ports can minimize/mitigate negative impact of climate change and environmental risks in its operations.

Self Diagnosis Method SDM –initial assessment of a ports environmental programme with guidelines and recommendations for development based on a confidential analysis of Strengths, Weaknesses, Opportunities and Threats (SWOT). Port Environmental Review System (PERS) - the only international port sector specific Environmental Management System EMS standard and it is independently reviewed by Lloyds Register for certification.

The African and Middle East Regional Environmental Centre (AMEREC)
For the sake of raising awareness on environmental protection a new environmental centre, the African and Middle East Regional Environmental Centre (AMEREC) was created on March 18th, 2018 by cooperation between AASTMT and ECO sustainable logistics chain foundation. In this concern AMEREC centre is created to transfer and share knowledge and know-how between European ports and Africa and Middle East Ports.

SDM is a user friendly environmental worksheet that act as: SDM checklist: identifies components of the ports current environmental program and is the passport to the membership of the Eco ports network. SDM Comparison: detects strengths, weakness, opportunities and threats (SWOT) and signals any GAP between port program and international standard of PERS and ISO SDM Review: Pinpoints major SWOT components and provide advice and recommendation of steps necessary toward international standard

Role of Africa & Middle East Regional Environmental Center (AMEREC) in applying for SDM Introduction and Training Workshop on Environmental Certificates (Familiarization workshop to port representatives ) Training course for port representatives to prepare check list to be reviewed and fill the online steps of the SDM ECO Ports Process Provide assistance in submitting application of SDM online via ECO SLC ECO SLC and AMEREC will evaluate the application and provides GAP analysis and the corrective actions AMEREC will provide help and support to port representatives to carry out the corrective action to which is compulsory to apply for PERS certificate

Second : Port Environmental Review System ( PERS)
PERS focuses on providing the actual evidence of the environmental management performance. PERS provides a framework and protocol for ports to develop, implement and maintain an effective Environmental Management System based on international Standards. PERS’s implementation can be independently certified by Lloyd's Register.

A review as part of PERS will assist ports in setting objectives to improve performance on environmental issues as well as environmental management.
