Lape reform programme The reform ( ) is carried out to promote child and family-oriented services and to create an operating culture strengthening children’s rights and a knowledge-based approach. The goal is to strengthen the wellbeing and resources of children, young people and families. It aims to increase participation among children, young people and families in planning their own services. Support for parenting and low-threshold services are strengthened. Family center Family center involves a new way of networking the currently fragmented services for children and families and coordinating them in a child and family-oriented way so that every child and family receives the support and help they may require. Family centre model coordinates health and social services of children and families provided by the (future) counties early childhood education services and other services provided by the municipalities as well as the activities of NGO´s and parishes. 6 LASTA model In the LASTA model, a structured risk assessment form for the collection of information was created and tested. The form is used to support the police in choosing children with higher risk to be discussed in a structured multi- professional meetings. This forms a two-step process intended to create a well- structured routine to improve cooperation between different parties. The aim is to ensure that the best interest of the child would be approached from a variety of perspectives. Martta October

7 Criteria for lasta (1/1) In the pilot project: The police sent an immediate request for background information (with the child’s ID) of all children suspected of having been physically assaulted or sexually abused. The LASTA-coordinator then collected the information by directly accessing health records and by phoning the child´s social worker for information recorded in child protection and/or social welfare records. The police used the forms in deciding, which cases to be discussed in the multi-professional meeting. Martta October

Criteria for lasta (2/2) Over a third of the cases came to the meetings; thus, the form functions as a screening instrument. In the weekly meeting, a police officer, prosecutor, somatic specialist, forensic psychologist, specialist social worker, child psychiatrist, and crisis work specialist went through each case for 30 minutes each. They assessed the facts, risk factors and protective factors to create a common action plan on how the police, the social services and health services would proceed to ensure all elements of a good response to each case.
