802.16h PAR uses the short form “primary user” instead of “primary spectrum user”
If we recognize Radars as “primary users” of the Radiolocation Service, there is no reason for not recognizing based devices as “primary users” of the Mobile Service.
Conclusion: Coexistence with is definitely in the h PAR Scope
