3. Why Conduct Program Reviews
Statutory requirement – General Assembly designated SEAA as the entity responsible for implementing the programs, including periodically evaluating them to ensure the funds are being used for the intended purpose.
Provides opportunity for schools to receive feedback related to administration of the programs.
Establishes a platform for SEAA to receive feedback on program requirements that are unclear, leading to rules clarification and targeted training.

Review applicable statutes, regulations, rules, guides and agreements.
Develop program review plan.
Review external audit reports.
Review and test processes and procedures.
Discuss issues discovered and recommend a corrective action plan to management.

12. NC State Grants Eligibility
Student Eligibility
NC resident for tuition purposes
Undergraduate with no prior bachelor’s degree
Satisfactory Academic Progress
Meet Pell eligibility criteria (except EFC and LEU)
Has not exceeded the number of semesters funded state limitation
Application method: FAFSA
Apply Early! Funding available until exhausted

13. Non-resident Armed Forces Personnel and their Dependents
Only NC residents for tuition purposes are eligible for financial assistance from state financial aid programs
Certain non-resident members of the armed forces and their dependents, who do not qualify as NC residents for tuition purposes, are eligible for in-state tuition rates
Eligibility does not extend to financial aid programs
While non-resident members of the armed forces and their dependents may qualify for the in-state tuition rate, they are not eligible for assistance from the state grant and scholarship programs.
Institutions participating in the state grant programs should ensure sufficient controls to permit only NC residents who meet the residency requirements receive state grants and scholarships.

High school senior applicants are only considered for 2 year programs unless they have been admitted into an eligible 4 year program of study
Ex. Prospective teachers are not usually admitted to a school of education until their junior year—at that point, eligible for FELS
Changing to lottery system for awards instead of first come, first served
Applications Open 1st Monday in December. Deadline: March 1

16. Aubrey Lee Brooks Scholarship
Qualifying Campuses: NC State, UNC-Chapel Hill, UNC-Greensboro
Merit & Need Based; FAFSA Required
$12,000 a year for 4 years. Stipends for summer study abroad, research or internship available to recipients
Full-time Enrollment
Candidates must be residents of 1 of 14 counties (see CFNC.org/brooks)

17. NC Teaching Fellows Program
Recruit, prepare and support students for preparation as highly effective teachers
Eligibility extended to:
1) Incoming freshmen, 2) CC transfer students, 3) College students with credits who decide to enter education field, & 4) Individuals seeking licensure in the areas of STEM or special education
Limited to five participating colleges/universities: Elon University, Meredith College, NC State, UNC-Chapel Hill, UNC-Charlotte
Application Open: October 1:

18. NC Reach (Child Welfare Postsecondary Support Program)
Eligibility requirements
Have aged out of NC public foster care or
Were adopted from foster care after age twelve
Age 18 – 25 and meet criteria above
Enroll at least half-time in a NC Community College or UNC System school, seeking an undergraduate degree, diploma, or certificate
Register with the Selective Service System, if required
Not be in default nor owe a refund under any federal or State loan or grant program
Maximum value: Cost of Attendance minus other aid

H 1473 Child Welfare Postsecondary Support Program/Use of Escheat Fund
Section of the Appropriations Act appropriates funds from the General Fund and income from the Escheat Fund to the Department of Health and Human Services (the “Department”)
To implement a postsecondary support program providing assistance with the cost of attendance of
Foster children who are aging out of the foster care system and
Special needs children adopted from foster care after age twelve
Grant program is under the auspices of the Department
Department charged with collaborating with the Authority in the development of policies and procedures to distribute funds under the program and empowered to contract with a third party to develop and administer the program itself.
Authority’s role is limited to providing expertise in the development of the program and disbursing the funds to the recipients or the institution in which they are enrolled
Funds are appropriated to the Authority to perform administrative functions necessary to manage and distribute the funds

Graduate of NCSSM at end of academic year
Enroll full-time at a UNC constituent institution for academic year
Amount
Full tuition for one academic year
Not to exceed cost less any scholarship or grant covering cost of attendance
Not to exceed COA as determined by federal regulations
