In relation to accountability, benchmarking refers to the measurements of the quality of the institutions(colleges), policies, products, programmes and strategies.
Colleges are benchmarked against retention ,recruitment and achievement.
Is it fair to argue that if the above criteria is not successfully met or achieved, the accountability relies on the teacher?
