3 The Pacific Community has 26 members, including four founding members: Australia, France, New Zealand and the United States. 22 Pacific island countries and territories: Cook Islands, Fiji, Kiribati, The Northern Marianna Islands, New Caledonia, Palau, Papua New Guinea , the Pitcairn Islands, French Polynesia, Tokelau, Tonga, Tuvalu, Niue, the Marshall Islands, the Federated States of Micronesia, Wallis and Futuna, Nauru, The Salomon Islands, American Samoa, Vanuatu and Samoa.

Step 1: STRENGTHEN DATA ANALYSIS AND DISSEMINATION TO BETTER INFORM POLICY DECISIONS (2016 SDD EXTERNAL REVIEW; TYPSS PHASE 2 REVIEW ;TYPSS PHASE 3 DESIGN AND ROADMAP) Step 2: REGIONAL DATA DISSEMINATION FRAMEWORK (APPROVED BY 2017 HOPS MEETING) Step 3: REGIONAL DATA DISSEMINATION STRATEGY (PRESENTED TO 2018 PSSC MEETING FOR ENDORSEMENT)

6 Governance and coordination
SDD 2016 External Review There is currently a lack of coordination among donors and development partners in their technical assistance and funding to member countries. They need to find a way to better coordinate themselves and provide member countries with a more coherent technical support program and with relevant funding.

7 Regional statistics development governance
Committee/Meeting Objectives (s) TORS 1. Forum Economic Ministers Meeting (FEMM) Provide strategic guidance and decision-making body in significant regional statistics development matters, including governance. It has the ability to push significant issues to Pacific Island leaders via the traditional PIFS process. Nil 2. Heads of Planning and Statistics (HOPS) Meeting Provide senior-level strategic oversight, guidance, recommendations and decisions on all statistical matters placed before it. Yes 3. Pacific Statistics Standing Committee (PSSC) Monitor implementation and progress of the TYPSS and other essential statics-related processes; make decision on operational matters and make recommendations to HOPS on strategic issues of importance for statistics development in the Pacific region. PSSC meet in years when there is no HOPS meeting. 4. Pacific Statistics Methods Board (PSMB) A technical body with the role of reviewing technical proposals on methodologies, identifying areas requiring research to identify best practices and making appropriate decisions on technical matters or, in cases where it cannot make a final decision, make recommendations to PSSC and HOPS for further discussion and a decision. 5. Donor and Development Partners Group (DDPG) Meeting Ensure that all relevant donors and development partners were provided with a means to better coordinate their action and resources and provide concrete input into statistic governance in the Pacific. Increased demand for timely, accurate and disaggregated Pacific statistics including areas where data was never collected before: climate change, oceans, environment; Pacific Leaders have signed up to over 40 conventions, frameworks and agreements, including the 2030 Agenda for Sustainable Development and Framework for Pacific Regionalism; SDGs’ reporting requires disaggregated data on sex; income; ethnicity; age, location; Increased demand from users of Pacific statistics for micro data – including university students; development partners; researchers; consultants; etc

21 RECOMMENDATIONS PSSC members are invited to:
note the key developments following the implementation of the Ten-Year Statistics Strategy (TYPSS) Phase 3 and the decisions of the 2017 HOPS Meeting; note the resource (financial and capacity) constraints faced with regional statistics development in the Pacific; endorse that a mid-term review of TYPSS Phase 3 takes place at end of 2019 taking into account some of the challenges and possible ways forward proposed in this meeting; consider a regional strategic framework beyond 2020; endorse that donors (DFAT) be approached to fund the TYPSS Phase 3 mid-term review and a regional strategy beyond 2020
