Mission The Smoke-Free Public Housing Project provides training and technical assistance to public housing agencies, resident services staff, and residents impacted by HUD’s smoke-free public housing rule. The project enhances stakeholders’ capacity to transition to and maintain successful smoke-free public housing environments.

Who: PHA managers and staff working with or within PHAs that have, or are implementing, a smoke-free policy. Why (Goals of Meeting): Get answers to your questions. Discuss challenges and brainstorm solutions. Share resources available. Learn from experts and your colleagues. When: Bi-Monthly, on the third Thursday of the month 2018: 5/17, 7/19, 9/20, and 11/15. 11:30 CT/12:30 ET Kara, to be added to the invite list.

Smoke-Free Final Rule PHAs can:
Designate other smoke-free areas on the grounds (e.g., playground, all sidewalks). Designate all grounds smoke-free except for designated smoking areas. Designate all grounds smoke-free with no exceptions.

Smoke-Free Final Rule The smoke-free policy must be included in:
PHA and Moving to Work plans ACOP Tenant leases The policy must be implemented by July 30, 2018. Policies should include enforcement plans. Policies should consider how PHAs will manage requests for reasonable accommodations.

Reasonable Accommodations
Q: Qualifying disability? A: Smoking/nicotine addiction is NOT a qualifying disability. Q: Is a smoking accommodation necessary? A: Smoking is NOT a recommended treatment for any physical or mental condition. Q: Accommodation reasonable? A: “Allowing smoking in areas required to be smoke-free is NOT an accommodation that can be granted.”
