Objectives Discover what terms in Article IV of the Constitution attempt to provide for cooperation among the various state governments. Explain what some of the purposes of interstate compacts are.

Opening Activity (5 Minutes)
Explore the Jeffrey Dahmer case: 1. What was he charged with? 2. In what state was he charged? 3. In what state was he found? 4. What provision of the Constitution required the state in which Dahmer was found to return him to the state he was charged? Extradition

I. Interstate Relations A. Full Faith and Credit -recognition of laws from other states 1. Only Civil Law – laws relating to disputes between individuals, groups, or with a state. ex.) vehicle registration, marriage license a. Public Acts – laws passed b. Records c. judicial proceedings

B. Privileges and Immunities “the Citizens of each state shall be entitled to all Privileges and Immunities of Citizens in the Several States.” ex.) use of courts, travel, buy property, marry C. Extradition 1. Criminal Proceedings- return to state where crime was committed a. Originally job of state Governor i. federal crime to flee from one state to another to avoid prosecution

D. Interstate Compacts - written agreements between two or more states. ex.) boundary disputes between states 1. Needs Congressional Approval a. enforced by Supreme Court i. Today: -water pollution -transportation -toll bridges

Homework Provide a one paragraph written summary of a current interstate compact between two or more states. Be sure to include: -States involved -the issue being dealt with -the background of the issue that needed resolved.
