Words in Acts of Parliament might be ambiguous or unclear
Sometimes the Act is deliberately drafted in broad terms to allow for flexibility for unseen circumstances or matters which may arise in the future e.g. improved technology
Role of court is to find out how Parliament intended the law to apply and to carry out this interpretation
