6 Challenge: Third-Party Dig Ins
Over 60% of PG&E’s third-party dig ins occur without a One Call ticket, compared to a CGA average of 26%. Homeowners and state agencies are exempt from state One Call law Agricultural excavation activities occur in close proximity to transmission pipelines; some farmers/ranchers retain surface rights for activities on top of pipelines PG&E’s damage claims process is the only financial penalty for excavation damage Execution of large-scale media campaign requires input, resources and coordination across multiple internal departments

Strengthened claims process notification/communication to those who damage PG&E lines One-on-one meetings with “repeat offenders” Accelerated process for claims processing Added reduction in dig ins to corporate goals to foster company-wide focus Expanded reach of 811 media campaign to increase awareness of 811 and intent to call before digging Increased awareness of the dangers of digging near pipelines particularly with exempt audiences (homeowners)

13 Trained an average 22 emergency responders a day
2012 Accomplishments Trained an average 22 emergency responders a day Hosted 411 ER Training Workshops Delivered training to 666 CERT and NERT members/volunteers. Mailed 1,825 emergency response reference packets to agencies in 40 counties. Registered 882 ER online portal users. Hosted 411 First Responder Training Workshops. Reached 8,320 emergency responders.

More than 1,800 first response agencies in 40 counties; Mix of paid and volunteer fire agencies Information about responding to a pipeline emergency is typically not including in an agency’s required training for fire service, law enforcement or dispatchers Differing levels of awareness regarding PG&E pipelines in their community San Bruno incident highlighted the need for improved agency response readiness and coordination and communication with PG&E

Expanded face-to-face training workshops in conjunction with agency training managers Created training materials specifically for CERT and NERT members Promoted 24/7 access to detailed maps, emergency plans and emergency response reference materials using a secure online portal Continued mailing emergency response reference materials to all emergency response agencies with jurisdiction near PG&E pipelines
