1 WYNDGATE VILLAGE 2018 WINTER BULLETIN
Wyndgate Village is a cluster home project located within Double Diamond Ranch. It is a private community and has its own Home Owner Association. Homeowners are members of both Associations; Wyndgate Village HOA and the Double Diamond Master Ranch Association. There are two separate assessments levied. Wyndgate Village contains 275 homes with 4 floor plan sizes; 1,272 sf, 1,470 sf, 1,645 sf and 2,127 sf. The homes are arranged in clusters within cul-de-sacs and neighbors typically share property line good neighbor fences. Homes are owned “in fee” and homeowners are responsible for all maintenance and upkeep of the house, driveways, walkways, roofs, fences, trees, side and back yards, and any other item associated with the property. The Home Owners Association has an easement to enter each property to provide lawn and plant trimming service to the front yards of the homes as well as irrigation repair & maintenance. The landscape company is responsible for mowing, aerating, and fertilizing the lawns. They set the house irrigation timers each growing season to meet the watering needs of the plants and lawns and in compliance with the regulations of the Truckee Meadows Water Authority. Each home’s landscape components are watered from the house water meter and the responsibility of the home owner. Homeowners are prohibited from changing the watering hours set by the landscaping company on their irrigation time clocks. Common area water; the Wyndgate entries, the clubhouse and the walking paths that dissect the community behind the clubhouse, is paid for by the Association. Amenities of Wyndgate Village are provided within the centralized Clubhouse area and include a swimming pool, spa hot tub, exercise room and an available party room. All property owners are provided with the means to access. There are no controls on rentals within Wyndgate Village. Currently the village is approximately 37% occupied by renters. Property owners have an obligation to provide their renters with copies of the governing documents and Rules & Regulations. However, this does not always occur, so it is important to share this information whenever possible. Or let the renter know they should call the manager to request a set. There are Governing Documents for both the Wyndgate and the Double Diamond HOAs. Additionally there is a separate set of Rules & Regulations specific for Wyndgate Village. It is important to read and abide by the terms and conditions of those documents in order to avoid violations and subsequent fines that could be imposed. The Association Board of Directors is responsible for setting policies for the Association (homeowners). They set the annual budget and proposed common area projects for completion. They oversee all activities in the common areas and provide for the repair and maintenance programs for the infrastructure of the village such as roadways, lighting systems, entry gate systems, landscape maintenance and the clubhouse and its components. The Association management company takes direction from the Board of Directors in implementing policies and programs for repairs and maintenance. They provide oversight of the governing documents regarding homeowner responsibilities. Property inspections are done routinely to ensure that all properties are kept in good condition and repair. The Association does all it can to protect an preserve property values for every homeowner in Wyndgate Village. Any changes a homeowner wishes to make to the front of their property, is subject to approval by the Architectural Control Committee. This would include, but not be limited to, landscape changes (removals, additions, replacements), house painting, front door changes, etc. Back yard alterations are not controlled by the Association unless they can be seen over the fence lines of the property when viewed from a common area or the street. No owner can make changes to drainage systems on their property unless it is to make a correction. Wyndgate Village is a beautiful place to live and recreate. It is up to every homeowner to take pride in their house and keep every component in good order and repair. 2 WHAT ARE THE COMPLAINTS WE HEAR THE MOST?
#1 SPEEDING! Wyndgate Village has a speed limit of 15 mph as soon as you pass through the gates. It seems that almost all the drivers in Wyndgate speed! Most are driving 30 mph or more endangering children, walkers, workers, and animals. YES, 15 MPH is a crawl, but it is better than taking a life! And how about those stop signs folks? Stop means Stop! #3 PARKING INFRACTIONS There is no street parking anywhere in Wyndgate. Due to the hammer-head configuration of the cul-de-sacs, any car parked on a street in a hammer head is an endangerment to any and all residents because emergency vehicles cannot safely enter and Waste Management cannot manage their trucks for trash collection. The Fire Department has implied that if they respond to an emergency and a car is in the way they will move it by whatever means necessary and the owner will be liable for the damages. The Guest Parking IS NOT OVERFLOW parking for homeowners. Please read the Rules and Regulations regarding the policies for guest parking. In any event, there is no parking in any Guest Parking spot for more that 72 hours no matter what the circumstances. Cars are subject to towing. All the homes can accommodate 2 cars in the garage and 2 cars in the driveway. As a homeowner you need to manage your parking and if you have issues, you must contact the management office to see if a parking variance might be considered (this is not guaranteed) or you must make other arrangements. #2 OWNERS NOT PICKING AFTER THEIR DOGS The Association has set up two dog waste stations. One is by the clubhouse and one on the center path at Chadwell Drive. They are supplied with disposal bags, trash cans and the Association has them serviced weekly. Please plan your dog walks so that you can use these facilities during your walks. And, please note, dog poop does not disappear in the winter. Yes, it is colder, but the job must be done at any time of the year. All will concede that in order to have good neighbors, we must also be good neighbors.
