1957:Black & Veatch Kansas City Sewer Master Plan. 1960:Voters approved $75M sewer bonds to extend and improve sewer system. 1962:KCMO annexed 122 square miles of unincorporated Platte and Clay Counties into the City. 1963:$12M in bonds were issued for the Second Creek Interceptor and Treatment Plant and First Creek Interceptor and Treatment Plant as future Master Plan improvements. 1968:$10M in bonds were issued. Black & Veatch updated the Master Plan anticipating the cost would increase from $75M to $100M. The Master Plan continued to show First and Second Creek Interceptors and pumping stations as future projects. 1973:$15M in bonds were issued. Black & Veatch updated the Master Plan costs from $100M to $140M. The City identified the estimated costs for the Second Creek improvements at $4M and First Creek at $2.8M.

History 1993:Kansas City International Airport Master Plan identified two interceptor sewer lines are scheduled for construction, the First and Second Creek Interceptor Sewers. 2005:Voters approved an additional $250M sewer bonds, based in part on the promise that First and Second Creek sewer improvements would be financed with these bonds. 2007-08:Water Services Department entered into design contracts worth $2.5M to design pump stations for both First and Second Creek areas. 2010:Water Services Department has the design drawings that are 90% complete for Second Creek and 30% complete for First Creek. However, they have stopped work on the project because the City decided to allocate those funds to resolve MDNR and EPA complaints regarding water discharges from KCMOs existing treatment plants.
