LAW 15 – THE THROW-IN U.S. SOCCER FEDERATION REFEREE PROGRAM
Online Training Script: Welcome to U.S. Soccer’s online training for the Grade 9 Referee Course. OVERVIEW Online Training Script:
A throw-in is a method of restarting play and is awarded when the ball crosses the touch line. The throw-in is taken by an opponent of the player who last touched the ball before it crossed the touch line. A goal cannot be directly scored from a throw-in and an attacking player cannot be offside if he or she receives the ball directly from the throw-in. Classroom Instructor Talking Points: OVERVIEW

On the touchline OR Off the touchline, outside the field Throw the ball With both hands From behind and over the head From the point it left the field Online Training Script: The throw-in should be taken from where the ball crossed the touch line. For a proper throw-in, the thrower must face the field and have part of both feet on the ground, either on the touch line or on the area off the field of play. The thrower is also required to use both hands and deliver the ball from behind and over his or her head. If these requirements are not met, the throw-in is awarded to the opposing team. PROCEDURE Online Training Script:
A defending player is allowed to stand 2 yards from the touchline where the throw-in is being taken. In addition, opponents are NOT allowed to interfere with the throw-in. The ball is in play as soon as it enters the field of play. If the ball comes into play but then curves back out, the other team is awarded the throw-in. If the throw-in is performed correctly, but the ball doesn’t enter the field of play, the throw-in is retaken by the same team. Referees should be sure to check with the local rules of competition as some small-sided and recreational youth games may allow for incorrect throw-ins to be retaken for learning purposes.
