2 Fiskerton Neighbourhood Plan 2016 - 2035
The NPG has been guided by professional advice and the Localism Act 2011 and Neighbourhood Planning Regulations 2012 (Government Rules for Planning) Proposals outside of these guidelines have a serious risk of being rejected at the examination stage.

3 IMPORTANT POINTS TO CONSIDER
The Localism Act 2011 has given local residents more power to control development in their area The Church Commissioners own most of the land in and around Fiskerton and are obliged by the Charity Commission and Parliament to maximise the value of their assets whilst acting responsibly. The Government recognises a national shortage of houses. Villages without a Neighbourhood Plan could have development without local controls and little planning gain.

4 MORE IMPORTANT POINTS The NPG propose a development of 200 approx. houses to maintain a viable sustainable community The area North of Ferry Road has been selected as it is close to the School, Shop and Village Hall and it complies with the National Planning Policy Framework The field North of Ferry Road and the Manor Farm Paddock both belong to the Church Commissioners so it is possible that the Village could acquire the Manor Farm Paddock as part of the planning gain The Paddock with free access could be a highly valued community asset.

5 WHY HAVE A NEIGHBOURHOOD PLAN?
So local people can have influence on future plans We know the Church Commissioners regard Fiskerton as a sustainable location for growth. Without a plan we could have developments of much more than 200 houses with little planning gain for the residents Fiskerton is allocated 15% growth in the Central Lincolnshire Local Plan, about 90 houses With a NP we can negotiate with the CCs to receive planning gain that the residents want.

28 Site Information The land is in the ownership of the Church Commissioners for England. It is located to the east of Fiskerton Church of England Primary School, to the north of Corn Close and properties on Ferry Road, and to the west of Hall Road. It is a relatively flat area of land which is currently in agricultural use. It is located close to the village services and amenities including Fiskerton Primary School, Fiskerton Village Hall, the convenience store, and bus stops on Ferry Road.

The land is in flood zone 1 and is therefore at a low risk of flooding. As the land has not been previously developed, it is very unlikely that there will be any significant contamination or ground condition constraints. The land is not covered by, and does not lie adjacent to, any statutory ecology designations and is not covered by any landscape or other environmental designations which would impact on the principle of residential development. All technical environmental considerations including transport, drainage, ecology, and so on will be thoroughly considered and assessed through a future planning application.

30 Evolution of the Proposals
A planning application has previously been prepared by the Church Commissioners for residential development on land off Chapel Road, Fiskerton (otherwise known as the Paddock) following a number of positive pre-application meetings with West Lindsey District Council. This proposal was for up to 38 new homes together with public open space and landscaping. A public consultation event was held in November 2014 to discuss the proposals with the local community. However, concerns were raised about these proposals by the local community and Parish Council.

31 The Church Commissioners have chosen to review their approach to housing provision in Fiskerton and work with the local community to deliver housing in a location which is being pursued through the draft Neighbourhood Plan. The plans to build on the paddock were not submitted to West Lindsey District Council for determination and the paddock site is now proposed as recreational land through the Draft Fiskerton Neighbourhood Plan. The Church Commissioners have engaged with the Fiskerton Neighbourhood Plan Group and will continue to maintain a dialogue through the preparation of the Neighbourhood Plan.

36 Housing Options Two plans have been prepared by JTP architects to show how the site could be developed for approximately 200 new homes. Both options show a high proportion of open space and with a relatively low density of housing development (25 dwellings per hectare). Option one has a gross site area of 10.4 hectares and is in a horizontal alignment from Fiskerton Church of England Primary School to the west and Hall Lane to the east. Two site accesses are shown from Corn Close and Hall Lane. On site open space is 0.45 hectares. In addition, there is further open space created through drainage easements. Off site open space (at the paddock) is 1.69 hectares. The developable area of the site (which includes roads, incidental open space and buffer planting) is 8.92 hectares.

37 Option two has a slightly larger site area of 10
Option two has a slightly larger site area of 10.8 hectares and is in an L-Shaped configuration. The access points remain the same as option one. On site open space is greater at 0.77 hectares and, as with option one, the paddock is included as recreational land. There is additional open space created by the drainage easements. The developable area of the site is 8.8 hectares. Open space provision with both development options is significantly higher than the local authority policy requirement of 10% of the site area. Total open space including the paddock and drainage easements is 26% of the site area with option one and 29% with option two. A number of recreational options for the paddock could be considered including a mini football pitch, and a senior/U18 football pitch.

38 Both development options provide the opportunity to deliver a mix of house types to respond to local need and market requirements. The proposed development of the site for housing must strike a balance between being viable for the landowners and providing planning gain (a cost to the development) to the local community. Priority must therefore be given to which elements of planning gain, such as the delivery of the paddock for recreational purposes, is of most importance to the local community.
