2. New Milestones Have Four Performance Bands Instead of Three

State has not indicated which performance band will be failing – these slides assume only Beginning Learners will fail.
1. New milestones have 4 performance bands instead of 3. State has not made it clear how this will affect things like CCRPI and conversions to  grades (for high school). At present, we don’t know what the state will consider failing. The following slides assume that only the lowest performance band is failing. Results will be much worse if bottom two performance bands are considered failing.
2.  ES, MS — the new milestone tests are harder. The slide shows the failure rate on the new test minus the failure rate on the old test. For most tests, the failure rate on the new tests is significantly larger. Although not shown, the percentage of students in the highest performance band is much lower on the new tests as well.
HS — the new milestones tests are harder with the exception of math and US History. For the other tests, the failure rate on the new tests is significantly larger. Although not shown, the percentage of students in the highest performance band is much lower on the new tests as well.
3. On all of the new tests, the failure rate is approximately 30% (with different ranges for each level).
4. Use this slide if people want to make a more detailed comparison between old and new tests. The ES and MS graphs are a little busy; the HS graph is easier to read because there are fewer tests in HS. You could also show just this slide and not the others; however,  I think that it is much harder to see the overall picture with this slide.

3. Approximately 30% of Students Statewide Failed the New Milestones
Failure rates for the new Milestones vary from 21% on Math Grade 3 to 33% on ELA Grade 3.

4. New Milestones Are Harder
The State BOE set cutoffs so that a much larger group of students will fail many of the Milestone EOGs compared to the CRCTs.
ELA Grade 5 had 22.7% more failures.
Science Grade 3 only had 1% more failures.
