5 What are we delivering? Emergency Services Network (ESN)
Critical voice and data over commercial 4G to replace Airwave system National Biometrics Service (NBS) Single platform to provide fingerprint, DNA and facial recognition to all of policing, CT, HMPO, border and immigration agencies Law Enforcement Data Service (LEDS) Integrated service to provide access to fact and intelligence information to law enforcement and other partners, replacing PNC and PND National ANPR Service (NAS) Single national ANPR service replacing current 43 force systems and the national NADC capability Child Abuse Image Database (CAID) Single database of illegal images to speed up categorisation and improve victim and offender ID First three programmes are in the Government Major Projects Portfolio (top 150 programmes across government)

6 How much will it cost? Total portfolio costs (excl. ESMCP) are over £600m between to The LEP costs rise from £143m this year to their highest point in 19/20 (£156m) and then fall to £94m in 20/21 and £32m in 21/22. These numbers are being tested alongside ESMCP for affordability.

7 What benefits will you receive?
The LEP forecasts a steady build up of benefits over this spending review period and the next Between and the police total running cost savings will be £120m compared to a baseline. This is a 33% reduction. Efficiency benefits scored so far amount to £30m pa, with the main benefits emerging in and 20-21 There are also other benefits around public protection, improved policing and criminal justice outcomes, tentatively measured at £80m pa (though not cashable). Significant opportunities but planning is needed to maximise the benefits eg new fingerprint algorithm HOB cold case opportunities NAS cross border crime investigations CAID automating the grading of child abuse images cross emergency service data opportunities in ESMCP

8 How can you scrutinise and assure the portfolio?
For all the programmes there are: Both chiefs and PCCs on programme boards Chiefs reference groups for the three largest programmes Technology Reallocation Scrutiny Group with chief and PCC representation to examine in year spend on the whole reallocation Programmes subject to regular gateway reviews and full range of Home Office and IPA scrutiny We are putting in place systematic assurance frameworks particularly in programmes facing challenges especially ESMCP and NLEDP Incremental capability across the programmes allows users to test the product and feed back before legacy systems are turned off
