Indo-German Development Cooperation
Under Indo-German Development Cooperation, GTZ-ASEM[1] / InWEnt has contributed to India’s national efforts for capacity building in disaster risk management since 2001 through its successful cooperation with the Disaster Management Institute Bhopal for implementing the industrial Disaster Risk Management (iDRM) project[2]. In April 2009, an expansion in scope of the iDRM Program towards the “Environmental Planning and Disaster Risk Management in India” (EPRDM) was approved by The Federal Ministry for Economic Development and Cooperation, BMZ, Government of Germany. Indo-German Development Cooperation InWEnt Capacity Building International provides support for capacity development activities GTZ-ASEM German Technical Cooperation - Advisory Services for Environmental Management GIZ – German International Cooperation (2011 onwards) InWEnt has contributed to India’s national efforts for capacity building in disaster risk management since 2001 through its successful cooperation with the DMI, Bhopal EPRDM programme - The “Environmental Planning and Disaster Risk Management in India” for achieving sustainable industrial and urban development.

cdDRM The cdDEM project is associated with the ASEM thrust area of “Sustainable Industrial Development” and “Adaptation of Climate Change” It concentrates on Capacity Building of multipliers and training management

Environmental Planning and Disaster Risk Management
It is proposed to establish cooperation between NCDC and InWEnt/GIZ, to facilitate the establishment of capacity building programmes … … HRDP “civil defence & Disaster Risk Management” (cdDRM) over the period The specific objectives in line with the objectives of NCDC: Strengthen the capacity of NCDC and partner state civil defence training institutions to deliver capacity development programmes to stakeholders in civil defence.

Expected results - cdDRM
Strengthen NCDC role as a Centre of Excellence and nodal institution for: Networking among NCDC and 17 partner Civil Defence State Training Institutions for offering standardised Capacity Development/Training Programmes Training materials based on international best practices; TOT programmes, incl. a tool kit (including PR and Training Materials) designed and developed for civil defence training institutions Study Tour/International exchange for TOT/international networking/ identification of best practices E-Learning/Blended Learning courses developed in specific thematic areas related to civil defence Information & Knowledge Management / Communications and Documentation systems for NCDC and partner institutions

Our Approach Prevention without receivers who are informed and understand is useless -> Awareness Building Informed people without knowledge what to do are helpless -> Knowledge transfer Knowing what to do without the possibility and the infrastructure to use the knowledge is desperate -> Development of infrastructure and processes and spatial zoning

Our Approach The technical and informational infrastructure without key persons to plan, implement, use and to guide is ineffective -> technical and managerial Skills Training Key persons and institutions without a clear mandate and support from the society and politicians are isolated -> Dialogue, institutional cooperation and Participation Awareness, knowledge and skills not passed to more people and the next generations are not sustainable -> Network of (Training) Institutions

Our Approach Capacity development at three different levels: Individual: Fostering decision-making and action competence of specialists and executives. Organisation: Strengthening the performance of organisations in the public and private sector. System: Playing a role in shaping frameworks for institutions through dialogue and by creating learning networks.

The objectives of the HRD Programme in DRM
… to improve the integration of risk management and land development planning in peri-urban areas optimise the use of human resources reduce environmental risks for the local population and … to strengthen links between governmental, civilian and private industry players at the point of interface between environmental planning, environmental management, urban planning and integrated risk management
