Most security systems assume you work for that company/org or have a relationship (customer/client) Drivers don’t know each other; DOTs don’t know the drivers How do you trust someone you don’t know?

4 Security Systems Establish and Maintain Trust
I may not trust you but I can trust an authority on security As long as I see a message that’s been ‘authenticated’ by that trust worthy agent then I can trust the content This also works to keep the content private – encrypt what I don’t want revealed by anyone but the recipient
