EMIS PROCESSES FOR GATHERING DATA FOR the ANNUAL SCHOOL CENSUS (ZAMBIA) November 2015

CONTENT AND SOURCE The main source of information for the education management information system for the Ministry of General Education in Zambia is the Annual School census (ASC) form which is used to collect data on key indicators for the ministry. The collected data is imputed into the EMIS It has a bout 100 standard Reports. It the Source of data for M&E

EMIS Annual School Census
The main source of EMIS data is the ASC: Annual School Census (ASC) Has almost 100 Standard Reports Filled out by school authorities Covers all public and private schools School keeps a copy of ASC while 3 copies are sent to district, provincial and MOE HQ

EMIS Timeline Continuous April 30th
Schools complete the ASC questionnaire by July Data entry, done by district staff August Provincial staff ensure that all districts have completed and submitted to the Province by August 31st Provinces Submitted data CDs to Hqs for consolidation by November 30th National Statistical Bulletin is prepared by HQ Continuous MOE Headquarters staff monitor data from the server.

PROCESS When the national data set is consolidated, data verification is conducted to ensure data quality. When data is verified correct and the response rates are , data is analysed and the Education Statistical Bulletin tables are produced We also produce the soft copy of the education management information system (EMIS) data set is produced on CDs the standard Statistical Tables/ Reports are accessible from the EMIS Data set Data is shared with different education stakeholders for their use.

PROCESSES The processes that take place when we want to integrate some indicators such as CSE and CSTL indicators are that: A review meeting is convened Different stakeholders are invited to the review meeting Suggested indictors are discussed and consensus is made This is done before the ASC forms are printed

CSE Indicators in EMIS Zambia
The CSE indicators that have been integrated into EMIS in Zambia include the following: .Number of orphans enrolled in schools .OVCs receiving social support . .OVCs receiving emotional and psychological support. .OVCs receiving bursary support including school fee exemption .Number of teachers who received training, and also gave lessons, in life skills-based HIV/AIDS and sexuality education.

CSTL INDICATORS Does the school collaborate with the nearest health facility in implementing School Health Services? Does the school have a safety and protection policy? Does the school have School Support Teams (SST)? Does the school have staff trained in SST? Does the school have and implement an agreed mechanism for identifying, supporting, referring and monitoring of abused Pupils? Does the school involve other stakeholders/sectors and service providers so as to allow for greater support and access to PSS services?

. Number of teachers who received training, and also gave lessons, in life skills-based HIV and sexuality education Number of pupils at school who received comprehensive life skills-based HIV and Sexuality education (either in the formal curricula and/or during extra-curricular activities) in the previous academic year .Number of schools which organize orientation session(s) regarding life skills-based HIV and sexuality education programmes for parents or guardians of students at your school in the previous academic year

.Number of schools implementing an HIV workplace programme that includes information and training for staff on HIV and aids, access to prevention , care and support services and enforcement of grievance and disciplinary procedures? .Number of schools providing daily nutrition. .Number of schools with SSS. .Number of school with functional toilets

ACHIEVEMANTS .It has provided a standard routine for collection of data. .It also brought about improvement in providing information to promote evidence based decision making. .It provides data for planning and budgeting purposes. Data available to enable M&E to be carried out for different programs including CSTL
