4 ENTERPRISE ARCHITECTURE
The purpose of an Enterprise Architecture (EA) programme is to develop a plan by which to improve the performance of DCS functions and service through the optimal investment, acquisition and operations of ICT resources and processes The EA development process prescribes that business architecture (e.g. business performance objectives, functions and services) drives the development of ICT architecture to ensure that ICT investments are contributing directly to the performance of the department, subsequently that of government.

INFRASTRUCTURE Upgrade in Progress with the following sites specifications are developed

8 INTEGRATED INMATE MANAGEMENT SYSTEM (IIMS)
IIMS Replaces the current A&R (Admission and Release) and Community Corrections systems, including all their sub-modules viz. health, pharmacy, spiritual care, psychology, social work, nutrition, education, skills development, etc. Supports the goal of achieving a single view of offender through single capture of inmate and offender information (one stop shop for inmate, parolees, probations and offender registration) Centralized database of inmate and offender information (National Database on parolees, probations, offender and inmate information) Biometric identification technology (Ten finger prints will be captured during admission and be utilise through the life cycle including attendance of programmes or any movement within the Justice System including Home Affairs) A facilities module that will determine availability of bed space up to a cell level.

9 BIOMETRIC INTEGRATION
Integration done using a plugin architecture. Biometrics Integrated into User Authentication and Inmate Management modules. Types of Biometric Integration – Fingerprints, Facial, Retina, Finger Vein, Scars Marks and Tattoos. The proposed matching engine can perform in excess of 100 million unique fingerprint matches per seconds.

10 MOBILE DEVICE Used at Centers for Inmate Tracking.
Used at Community Corrections for parolee tracking. Mobile device registration. Integrated User Authentication for mobile devices. Geographic Location tagging of scanned information. 11 INTEGRATED FACILITIES MANAGEMENT
Integrated Facilities Management allows for the design of tiered floorplan layouts, with drill-down capability. Overlays will be used to show information or states of various layout components. A summarized view of occupancy and statistics are provided for a selected facility or area within a facility so that decisions can be made by the operator around the placement of inmates to minimise risk of conflict.

12 IIMS TENDER PROCESS An open and transparent process was used to invite suitable bidders to submit proposals in respect of IIMS tender. Integritron Integrated Solution (PTY) Ltd proposal was found to have responded to the specification of the bid as advertised; and its financial proposal was found to be reasonable and cost-effective in that it was within DCS’s pre-tender estimate. The Tender was awarded at a cost of R378,084, for a period of three years to 243 Correctional Centres and 228 Community Corrections and Central Nerve Centre at SITA.

13 IIMS TENDER PROCESS Furthermore, the acquisition of the IIMS solution and related services is backed up by funding from the Integrated Justice System (IJS) budget. The National Treasury has to date approved a total sum of R356, 332 million (three hundred and fifty-six million, three hundred and thirty-two thousand rands) over the 3-year Medium Term Expenditure Framework (MTEF) for DCS, budget of R86 million for 2015/16, R120, 332 million for 2016/17 and R150, 000 million for 2017/18 fiscal years.

14 RDOMS Update The service provider (Dimension Data) through their legal advisers decided to institute summons (case no /2015) against the department claiming the balance of contract plus costs in relation to services not rendered. This summons was followed by summary judgement. The set summary judgement was opposed hence the application was withdrawn and the Department was granted leave to file its plea. Together with the plea the Department will also file its counterclaim.

15 ELECTRONIC MONITORING INVESTIGATION UPDATE
A final report was presented by KPMG to the Minister. The Minister then referred the matter to the Special Investigations Unit (SIU). For the SIU to start the process a proclamation by the President is required. The Minister has since drafted the proclamation to the President. A decision from the Presidency on the proclamation is awaited.
