2 Disconnected downspout and gutter as the problem contributing to interior water issues and wet/moldy dry wall. Do not insulate until drywall is removed and moisture issues/damage addressed AND the source of the moisture problem is fixed. Reconnect the gutter and downspout. Do not make it worse by insulating a wet surface.

3 Opportunity for health improvement is insulating exterior wall

4 Do no harm, don’t do more air sealing and keeping in moisture until you dehumidify or add insulation to take care of the cold spot.

7 Vent dryer to outside; don’t replace atmospherically vented heating cooling with sealed combustion until you vent outside
