2 Reminder New Commission Regulation on education statistics adopted in February 2011 and applicable from 2012 (data due by end 09&11/2012) Need to revise it (see DSS, September 2011): New ISCED New policy needs (esp. Learning Mobility HE) Streamline/rationalise data requests

3 Preparation of data requirements
Education statistics = joint data collection with OECD & UNESCO, therefore consultation Education: High on the EU policy agenda, therefore intensive EAC consultation Discussion with MS: through ISCED Workshop in 2011, WG ETS in 2011/12, OECD meetings Summary of last ETS consultation sent to DSS may raise questions BUT…

4 Guiding principles for the revised Regulation
Focus on EU needs Additional data needed by OECD may be introduced in the "joint questionnaire" Additional data needed at national level may be collected in addition, at national level Prioritise / Rationalize needs New data requirements to be balanced by removal of other existing requirements Apply these principles when examining MS comments

Keep 2014 as the 1st year for application of Reg. International comparison on new ISCED data Other EU data sources (see DSS item 2.4) Find agreement today on sensitive issues, having in mind high policy needs Find compromise/agreement on remaining issues in coming weeks Refer to possible derogations when really needed

6 Sensitive issues Data on Learning mobility in Higher Education
"degree" mobility: definition of "mobile student" from 2016 (reference to country of prior secondary diploma) is confirmed "credit" mobility graduates: data request from 2016 is confirmed. Enrolments are also requested from 2016. Support of the dedicated TF However: - financial support in 2013 for actions in 2014 aiming at statistical capacity building for the requests (MBGA*) - test data and assessment of these reported to the Council end of 2015" * MBGA: Multi-Beneficiary Grant Agreements

7 Sensitive issues Breakdown of private institutions: government dependent / independent Breakdown limited to Finance data and "Enrolment adjusted to finance" data. Breakdown: optional Same obligation for these variables as in Reg. 88/2011

8 Sensitive issues Number of foreign languages studied
Definition of benchmark on second foreign language (under discussion) should take into account comments from MS on current request in the Regulation Compromise to be found with EAC and ETS

9 Sensitive issues 4. Use of the 2nd digit of ISCED levels 3 and 4
This digit allows identification of vocational Request confirmed for all variables Motivation: Bruges Communiqué Reg. 88/2011: it is optional

10 Remaining issues Eurostat agrees on:
Dropping data on 're-entrants' and 'continuing students' Limiting data on new entrants by 2 digits of FoET Dropping data requests on school aides Postponing by 1 year the implementation of new FoET 2013 Classification

11 Remaining issues Issues to be discussed with ETS:
Data on children younger than 3 years old Data on new entrants: which ISCED level? Data on school management Division academic / professional in ISCED 6-8 (tertiary): too early, see DSS item 2.4

12 Adjusted timing for progressing with the Regulation
"Constructive" final consultation of ETS delegates on the basis of compromise/bilateral exchange: 1-15 October Final DSS consultation: 19 to 26 October ESSC: February 2013

13 Does the DSS agree on: Proposals for "sensitive" issues, including keeping the credit mobility data from 2016 WITH financial support in 2013 for statistical capacity building (most controversial issue)? Additional consultation of the ETS delegates by 15 October (including "remaining" issues)? Final DSS consultation (accompanied by ETS comments and including the opinion on forward to ESSC) by 26 October? Deadline for written consultation: 28 Sep. 2012
